Mitigation Measure 3.7.3 of the GDP EIR, the Applicant has retained S WA Group, <br />certified landscape architects, to prepare a landscape plan as part of the project's Precise <br />Development Plan process. The landscape plan, on file with the City of San Leandro, <br />shows plan views of proposed landscape mitigation for Phases 2A, 213, and 3. <br />Proposed landscaping would reduce the visual contrast of project structures with <br />surrounding open spaces. <br />D.3 POTENTIAL IMPACT: Development of the proposed project would <br />increase light and glare in the project vicinity. <br />FINDING: The mitigation measures described in the Draft SEIR that have <br />been, or will be, implemented as requirements of the GDP EIR would reduce the impact <br />to a less than significant level. <br />STATEMENT OF FACTS: Implementation of Mitigation Measure 3.7.4 of <br />the GDP EIR would mitigate this impact. The GDP EIR identified light and glare as <br />an impact of the entire project and recommended in Mitigation Measure 3.7.4 that <br />lighting in the development should be designed, or otherwise be shielded from <br />surrounding uses, including preserved habitat, such that light and glare would not <br />adversely impact those uses. This mitigation was adopted as a Condition of Approval <br />for the GDP EIR. <br />E. NOISE <br />E.1 POTENTIAL IMPACT: Construction activities for buildings and <br />roadways would intermittently and temporarily generate noise levels above ambient <br />levels during the construction period. <br />FINDING: Changes or alterations have been required in, or incorporated into, <br />the project that avoid or substantially lessen the potential significant environmental <br />effect. <br />STATEMENT OF FACTS: Implementation of construction noise Mitigation <br />Measures 3.6.1 to 3.6.4 identified in the GDP EIR would reduce potentially significant <br />impacts to a less than significant level. These measures include limiting construction <br />activities to 7 a.m. to 7 p.m., Monday through Saturday, scheduling the highest noise <br />producing activities when ambient noise levels are highest, use of the quietest <br />equipment available and performing high noise activities off -site whenever possible. <br />E.2 POTENTIAL IMPACT: Railroad activities would likely generate noise <br />levels in excess of noise standards. <br />FINDING: Changes or alterations have been required in, or incorporated into, <br />the project that avoid or substantially lessen the potential significant environmental <br />effect. <br />10 <br />
