EXHIBIT A <br />Scope of Services <br />January 17, 1996 <br />SCOPE OF SERVICES <br />0. Project Initiation (12re-contract phase) <br />Purpose: To define a precise scope, work program, and services budget that will <br />best serve the City's requirements within the allocated project budget. <br />0.01 Prepare draft scope, schedule, fee proposal, and consultant contract for City <br />review. <br />0.02 Project Scoping Meeting: Review project scope, schedule, and budget with <br />City staff. Discuss optional/alternative scope items and associated fees. <br />Verify City staff scope requirements and proposed consultant scope items. <br />Clarify project goals and objectives. <br />0.03 Revise as necessary. Prepare final scope, schedule, and contract for City <br />processing. Submit certificates of insurance. Receive notice to proceed. <br />1. Existing Conditions Analysis <br />Purpose: To develop an accurate assessment of existing conditions and policies as <br />an objective basis for future planning decisions. <br />1.01 Data Collection and Document Review: Review General Plan, Specific Area <br />Plans, City zoning and subdivision ordinances, census data, and other related <br />background information as available from the City. Obtain aerial photos and <br />base maps `from City Engineering Department. Collect additional <br />information from the County and other agencies where applicable. <br />1.02 Staff Interviews: Meet with key City staff members. Discuss key issues, <br />existing and planned facilities, parks operation and maintenance, recreation <br />programs, and current and historical departmental operating budget and <br />funding sources. <br />1.03 Existing and Planned City -Owned Facilities Inventory: Review existing and <br />planned park and recreation facilities. Tour the existing and planned sites. <br />Prepare a comprehensive inventory of existing facilities including written text <br />and graphic tables to document such factors as size, numbers of individual <br />facilities, condition, and qualitative factors. Prepare "Existing and Planned <br />Facilities" diagram to document location and type of existing park and <br />recreation facilities. Prepare "Facilities Service Area" diagram to identify <br />those areas within San Leandro that are under -served by neighborhood park <br />facilities due to distance, barriers, or other constraints. <br />Exhibit A City -Wide Park Master Plan <br />Page 2 of 6 Callander Associates <br />
