4. Access <br />Access to the site is only fair, as a result of traffic configuration. There is a painted median along <br />Marina Boulevard in the area of the overall site, requiring vehicles traveling eastbound on Marina <br />Boulevard to make U-turns at Teagarden Street to access a portion of the site. The subject <br />property fronts on Marina Boulevard, a major public thoroughfare extending from downtown San <br />Leandro to the east to its terminus at San Francisco Bay west of the subject site. Marina <br />Boulevard has a full interchange with Interstate 880, but the subject site has no highway frontage <br />nor is it visible from the freeway. <br />5. Soil and Hazardous Materials <br />It is assumed that the soil and sub -soil conditions are suitable for the proposed Project without <br />extraordinary costs. One of the parcels is contaminated with toxics. The Agency will incur casts <br />for remediation of the Agency Assemblage. The reuse appraisal assumes that any environmental <br />remediation costs incurred by the Agency will be passed on to the Auto Dealer, as part of the <br />formula for determining the Auto Dealer's purchase price for the Agency Assemblage. <br />6. Public Utilities <br />For the purpose of this analysis, it is presumed that all public utilities are available or will be <br />provided to the site. <br />7. Zoning <br />This analysis presumes that zoning will permit the development of the site and construction of the <br />improvements in accordance with the provisions of the DDA. 1066-1072 Marina Boulevard is <br />zoned CS, Commercial Services District. 1152 Marina Boulevard is zoned IP, Industrial Park <br />District. The CS zoning classification allows Vehicle/Equipment Sales & Rentals (new and used) <br />with Vehicle Storage conditionally allowed. The IP zoning classification allows New Vehicle/ <br />Equipment Sales & Rentals. This classification allows sales or rental of all types of new vehicles <br />as well as used vehicles. Vehicle Storage and incidental maintenance is also allowed. <br />B. Proposed Development <br />In order to optimize the opportunity for a successful Auto Center, the Auto Dealer will privately <br />assemble additional parcels along the north side of Marina Boulevard. The Auto Dealer is <br />acquiring these parcels separately from the 1.32 acres to be purchased from the Agency.
