mitigation measures were detailed in the Initial Study and Mitigation Monitoring <br />Plan and are summarized as follows: 1) no remediation measures are required <br />for 1152 Marina Boulevard (other than those related to asbestos containing <br />materials and significant lead -containing paint), 2) removal and proper disposal <br />of the three remaining underground storage tanks, including all associated piping <br />and dispensers, excavation of all contaminated soil up to the cleanup levels <br />approved by the San Francisco Bay Regional Water Quality Control Board, and <br />stockpiling and aeration of all gasoline contaminated soil on -site at 1066 Marina <br />Boulevard, 4) disposal of any waste oil contaminated soil (at 1066 Marina <br />Boulevard) at an approved facility, 5) installation of up to three groundwater <br />monitoring wells (at 1066 Marina Boulevard) following Alameda County Flood <br />Control and San Francisco Bay Regional Water Quality Control Board protocols <br />and guidelines, 6) removal of any abandoned wastes, including four or five <br />drums of contaminated soil (at 1072 Marina Boulevard), in accordance with all <br />state and federal regulations, and 7) implementation of the following remediation <br />measures for 1066, 1072, and 1152 Marina Boulevard: <br />1. All asbestos -containing material in buildings being demolished <br />shall be handled in accordance with federal and state regulations. <br />2. All asbestos -containing material that will be disturbed in any <br />renovation work will be handled in accordance with federal and <br />state regulations. <br />3. Abatement of all damaged (peeling/deteriorating) paint areas. <br />4. There shall be no sanding, scraping or other damage to any of the <br />undamaged areas of the identified significant and less -significant <br />lead -containing paint during the renovation work. <br />5. There shall be no sanding, scraping or any peeling/delaminating <br />of any intact paint that has not been sampled/included in the <br />survey. <br />j. HOUSING <br />EFFECT: The proposal will result in the demolition of one vacant single- <br />family residence, which has most recently been used as an office. <br />FINDINGS: The single-family residence/office exists in the Commercial <br />Services District as a nonconforming use. The single-family residence has been <br />used as an office for an extended period of time. The Redevelopment Agency <br />will ensure its obligation for replacement housing will be met by adopting the <br />Auto Mall Project Replacement Housing Plan for the City portion of the <br />Alameda County - City of San Leandro Redevelopment Project. <br />
