STATEMENT OF FACTS: The single-family residence/office is a <br />nonconforming use in the Commercial Services District. The concern is that by <br />demolishing a single-family residence a portion of the housing stock is being <br />removed. In this case, the residence was converted to an office use and has <br />been used as such for an extended period of time. The single-family home <br />exists as a nonconforming use in the Commercial Services District. Finally, the <br />Redevelopment Agency will be required to ensure its obligation for replacement <br />housing will be addressed through the Auto Mall Project Replacement Housing <br />Plan for the City portion of the City of San Leandro/Alameda County <br />Redevelopment Project. <br />k. CIRCULATION <br />EFFECT: A traffic study was conducted by TJKM, Transportation Consultants <br />to evaluate anticipated traffic impacts related to the project and is attached as <br />Exhibit D in the Initial Study. The proposed project consists of one new and <br />one used car sales establishment. There are other anticipated automobile sales <br />facilities in the area which do not require discretionary approvals which could <br />contribute to cumulative traffic impacts. These anticipated facilities were also <br />evaluated as part of the traffic study. The traffic study also analyzed the <br />impacts of traffic restrictions on Wayne Avenue. <br />FINDINGS: The Initial Study and Mitigated Negative Declaration include an <br />analysis of the traffic impacts of the proposed project and other anticipated <br />automobile sales facilities which could contribute to cumulative traffic impacts. <br />The conclusion of the traffic study is that "the proposed project was found to not <br />have significant traffic impacts on the local street system because of its moderate <br />added traffic during peak commute hours." The traffic study also analyzed the <br />impacts of traffic restrictions on, and a possible closure of, Wayne Avenue. The <br />study concluded that the possible closure would result in a significant impact <br />which could not be mitigated. The closure of Wayne Avenue was eliminated <br />as part of the project. <br />STATEMENT OF FACTS: A traffic study was prepared by TJKM, <br />Transportation Consultants and is included as an attachment to the Initial Study <br />and Mitigated Negative Declaration. The study established baseline conditions <br />(including traffic expected to be generated from other anticipated auto <br />dealerships). The result of the analysis of existing plus anticipated project traffic <br />was that there would be no changes in the level of service ratings. All <br />intersections would continue to operate at LOS A or B. The traffic study then <br />analyzed traffic impacts from the proposed project over the baseline condition. <br />The result of this analysis is that there would be no changes in the level of <br />service ratings for any of the study intersections. Each of the study intersections <br />would continue to operate at LOS A or B. These represent the highest ratings <br />for level of service. The Initial Study therefore stated that the proposal will not <br />generate substantial additional vehicular movement. The traffic study found that <br />the traffic from existing plus anticipated plus project developments would <br />produce approximately 110 new a.m. peak trips and 210 new p.m. peak trips. <br />
