Consulting Services Agreement between City of San Leandro and CSG Consultants, Inc.
for Washington Avenue Reconstruction, Project No. 2018.4020 Exhibit A – Page 3 of 4
The results of the field work and the R value tests will be provided in a Memo. No log of test borings is proposed
as the data will be tabulated. Consultant shall recommend the most effective design section using the most
current design practices based on the R value and the Traffic Index.

Deliverables:
Geotechnical Investigation Memo and pavement design recommendations; show core locations on plans and
document material thicknesses.

Task D – Data Collection
Consultant will collect and review existing right-of-way information, record drawings, utility maps and information,
assessor and subdivision maps, survey notes, sample plans and specifications provided by the City.
Consultant will conduct site reconnaissance of the project, perform visual assessment of existing site conditions,
evaluate project impacts to existing roadway and utility improvements, and confirm the project scope and
approach with City staff. Existing surface facility locations and types will be field verified. Visual field assessment
of existing site conditions will include the following: existing surface facilities (pavement, curb, gutter, sidewalk,
curb ramps, pavement markings, aboveground utilities, monuments, driveways, drainage swales, street furniture,
traffic signs, trees), features on adjacent properties (fences, walls, walkways, signage, mailboxes), and pavement
conditions, overall character of the setting including streetscape amenities in surrounding area.
City will coordinate with various utility companies that have facilities within the project area to request mapping of
their facilities in the area, notify utility companies of their facilities or covers which need to be relocated or adjusted
to grade because of the proposed improvements; and discuss the project and utility adjustment schedules. City will
request and provide all utility maps from utility agencies at the beginning of the design stage. Consultant shall show
all utilities within the proposed improvements on the improvement plans. Consultant will perform utility potholing at
up to sixteen (16) locations, enough to understand the characteristics of the underground utilities within the
improvement area. Consultant will provide pothole data report. Alternatively, City may opt to use the Ground
Penetrating Radar (GPR) to locate the utilities. Consultant will not be responsible for the accuracies of the depths
of utilities if GPR is used. Consultant and City shall agree on the best method to completely identify the utilities within
the project limits.
Deliverables:
Pothole data report, including showing pothole locations, pavement and base material thicknesses on the
plans.

Task E – 50% Design, 100% Design and Bid Package Submittals
Consultant will prepare base map showing existing improvements and develop plans at the 50%, 100% and
Final/Bid design levels in accordance with the latest City, Caltrans, and California MUTCD Standard. The plans
will provide sufficient detail to construct the proposed improvements. Consultant will propose curb
extensions/bulbouts and modify the existing traffic signals at Washington Avenue/Williams Street intersection, and
perform vehicle turning movement analysis around proposed curb extensions/bulbouts at intersection corners.
City will provide PDF or CAD files of the existing as-built traffic signal plans. Consultant will verify the accuracy of
the as-built plans. Any discrepancy between as-built plans and field conditions will be referred to the City for
resolution. Proposed modifications to the existing traffic signals will be shown on the City-furnished as-built plans
without creating any existing signal system from scratch. Existing wiring to be shown in conductor schedules will
be based on the City-furnished as-built plans. Upon request by the City, CSG can evaluate and recommend
green infrastructure, including bioretention area, permeable crosswalks, etc. as an additional service.
DocuSign Envelope ID: 0B2194DA-BDFA-4849-A672-C694D69E193CDocuSign Envelope ID: AB03D5C9-33C0-4112-8D1B-83E1C870F7B1DocuSign Envelope ID: 971FFF99-CADE-40A1-A93A-C3A849D04371
