FINDINGS: The project area has no special characteristics that make it more <br />susceptible to impact than other similarly situated land in San Leandro. All <br />construction will comply with the San Leandro Municipal Code which requires all <br />new structures to be engineered and designed to resist the forces imposed by an <br />earthquake. With these requirements in place, the potential impact associated with <br />geologic hazards has been lessened to below a level of significance. <br />STATEMENT OF FACTS: All construction will comply with the San Leandro <br />Municipal Code. City review and inspection during the plan check, building permit, <br />and building stage will ensure that potential impacts associated with geologic <br />hazards will be lessened to below a level of significance. <br />b. AIR QUALITY <br />EFFECT: This proposal would result in approximately 303 p.m. peak hour trips <br />and replaces a use, the Blue Dolphin restaurant and banquet facilities, that generated <br />approximately 360 p.m. peak hour trips. This represents 57 less p.m. peak hour <br />trips than was generated by the Blue Dolphin when it was in full operation. <br />FINDINGS: The proposed use replaces a previous business (the Blue Dolphin <br />restaurant and banquet facilities) that generated 57 more p.m. peak hour trips. <br />Therefore, there would be no increase in air emissions or deterioration of ambient <br />air quality over what was experienced with the operation of the Blue Dolphin. <br />STATEMENT OF FACTS: The proposal would replace the recently closed Blue <br />Dolphin restaurant and banquet facilities. The restaurant and banquet facility was <br />approximately 25,000 square feet and generated 360 p.m. peak hour trips. Quality <br />restaurants have trip generation rates ranging from 3 to 16 trips per 1,000 square <br />feet. The estimate for the Blue Dolphin assumes that a quality restaurant with <br />banquet facilities tends toward the higher end of the range. The rate for the Blue <br />Dolphin was increased by one standard deviation over the mean trip generation of <br />9.42 to account for the banquet facilities, for a rate of 14.42 per thousand. This <br />could be considered a conservative assumption in that 33 percent of quality <br />restaurants have a higher trip generation rate than used for this study. The reduced <br />trip generation for this replacement use would not result in increased air emission or <br />deterioration of ambient air quality over what was experienced with the operation of <br />the Blue Dolphin. <br />C. NOISE <br />EFFECT: The proposal could result in increases of existing noise levels. <br />FINDINGS: An evaluation of the noise impacts was performed by <br />Environmental Science Associates, Inc. (ESA), a Bay Area firm providing <br />environmental consulting services. ESA performed a series of noise <br />measurements at the rear (western) property line of the residence at 13155 <br />
