I <br />Neptune Drive. This evaluation, which is included as an attachment to the <br />Mitigated Negative Declaration, concluded that the four potential impacts <br />related to noise can be mitigated to a less than significant level. <br />STATEMENT OF FACTS: The noise evaluation noted that, in <br />determining significant criteria, an increase in the noise environment of <br />three dBA represents the threshold at which most people can detect a change <br />in the noise environment. The evaluation identified four potential impacts <br />along with appropriate mitigation measures for these impacts. The first <br />impact would be construction activities which would intermittently and <br />temporarily generate noise levels above existing ambient levels in the <br />project vicinity. Mitigation Measure 1 states the following: To reduce the <br />construction noise effects, the City shall require construction contractors to <br />limit noisy construction activities to the least noise -sensitive times of the day <br />and week (e.g., 7:00 a.m. to 6:00 p.m., Monday through Friday). The <br />second impact would be that stationary mechanical equipment and sound <br />amplification equipment could increase noise levels in the project vicinity. <br />Mitigation Measure 2 sets forth a performance standard that would minimize <br />the potential for adverse noise impacts on the nearest receptors from use of <br />sound amplification equipment. The evaluation identifies a third potential <br />impact, that of project -generated traffic noise. The study found that this <br />traffic noise would result in a less than significant noise impact to nearby <br />noise receptors and no mitigation measures are required. The fourth <br />potential impact is that the project would develop residential land use in an <br />area where noise levels would be "normally unacceptable" for such uses. <br />Mitigation measure 4 requires the implementation of the Noise Insulation <br />Standards contained in Title 24 of California Code of Regulations as well as <br />designing the conference center with sufficient ventilation and/or air <br />conditioning system to allow for the windows to be closed. Implementation <br />of these mitigation measures brings any potential impacts to below a level of <br />significance. <br />d. CIRCULATION <br />EFFECT: A traffic study was conducted by TJKM, Transportation Consultants to <br />evaluate anticipated traffic impacts related to the project and is attached as Exhibit C <br />in the Initial Study. The traffic study evaluated traffic in relation to existing <br />conditions, existing conditions plus approved projects that have not been completed <br />(Residence Inn), and the proposed project. <br />FINDINGS: The Initial Study and Mitigated Negative Declaration include an <br />analysis of the traffic impacts of the proposed project. The traffic study concluded <br />that the proposed Marina Conference Center was found not to have significant <br />traffic impacts on intersection levels of service and no mitigation measures were <br />required. <br />ki <br />
