17. Coordinate the procurement of all other applicable permits. <br />18. Secure services required from utilities companies involved in providing services to the <br />temporary and permanent facilities. <br />Phase IV Bidding and Award <br />1. Assemble a comprehensive set of bid and construction documents, in accordance with City <br />requirements, for distribution by the City to prospective bidders. <br />2. Develop bidder prequalification criteria and manage the prequalification process. <br />3. Review the qualifications of all prospective bidders and prepare a list of prequalified bidders <br />for approval by the City. <br />4. Conduct a pre -bid conference and walk-through of the Project. <br />5. Receive and coordinate bidder questions, and issue necessary addenda. <br />6. Review all bids, prepare a comprehensive analysis of the bids, clarify any irregularities, and <br />recommend to the City the lowest responsive bidder. <br />7. If improvements required for interim library operation are extensive enough to warrant <br />competitive bidding, perform the activities listed in items 4 - 6 above for this work. <br />Phase V Construction <br />Coordinate the completion of improvements for interim library operation and the relocation of <br />library operations. <br />2. Conduct a preconstruction conference for the Project work. <br />3. Review contractor's construction schedule and request revisions if necessary. Monitor <br />progress against the schedule. <br />4. Manage the construction process on a daily basis. <br />5. Visit the site daily to monitor construction performance and address field issues. <br />6. Conduct weekly progress meetings to be attended by the contractor, architect, appropriate <br />consultants, and appropriate City staff. Prepare minutes of these meetings. <br />7. Prepare all documentation necessary to manage the construction process including <br />correspondence, meeting minutes, document logs, clarifications, proposal requests, etc. <br />Exhibit A Page 4 of 5 <br />1/10/90 Rev. <br />
