Action Plan - FY1997 <br />City of <br />Page 8 <br />Shelter Plus Care <br />(Header for even numbered pages: Times 8 point, bold, flush left) <br />Alameda County HCD is the grantee for four competitive grants under HUD's Shelter Plus Care <br />Program, which provides housing and supportive services on a long-term basis for homeless <br />persons with disabilities. HCD jointly administers the program with the Alameda County Health <br />Care Services Agency, the Oakland Housing Authority, and the Housing Authority of Alameda <br />County. The program benefits primarily those individuals with serious mental illness, chronic <br />problems with alcohol and/or drugs, and/or acquired immunodeficiency syndrome (AIDS) or <br />related diseases who are living in places not intended for human habitation (e.g. on the streets or <br />in shelters). <br />Shelter Plus Care provides assistance to clients through rental assistance payments and the <br />provision of a range of supportive services which are coordinated by over 35 community -based <br />organizations. <br />Shelter Plus Care Program grants are made by HUD on a competitive basis to local jurisdictions <br />and agencies. HCD currently administers a five-year Sponsor -based rental assistance (SRA) grant <br />and a ten-year Single Room Occupancy Assistance (SRO) grant; together these amount to $9.2 <br />million. The SRA grant goes towards 74 units located throughout the County and the SRO grant <br />goes towards 92 units in Oakland. HCD also administers a five-year Tenant -based rental <br />assistance (TRA) grant of $9.8 million to provide assistance to 214 units. Approximately half of <br />the TRA grant, $4.9 million, is being spent to assist Shelter Plus Care participants living in the <br />HOME Consortium. HCD was recently awarded an FY96 TRA grant of $1.47 million <br />specifically to provide housing assistance to Shelter Plus Care eligible persons living with AIDS. <br />This grant is being jointly administered with the City of Berkeley, with 15 certificates going to <br />Berkeley, and 20 to cover the City of Oakland and the HOME Consortium.
