2. SCOPE OF WORK <br />2. Transportation / Circulation <br />Issues <br />The proposed 56 single-family houses on the site could substantially alter <br />existing traffic volumes and patterns in the site vicinity. The effect of <br />increased traffic on Lake Chabot Road and on circulation within the project <br />site would be of special importance. It is understood that the Lake Chabot <br />Terrace EIR was prepared for a larger development proposal at the project <br />site. ESA will review the Traffic and Circulation section of that EIR and <br />will make maximum use of relevant information contained therein as part of <br />our analysis of the current proposal. It is our judgment, however, that the <br />age of the existing traffic count data (1987-90 timeframe) suggests that new <br />count data will need to be collected. <br />Tasks <br />• Consult with the City of San Leandro to agree on the details of the <br />analytic approach and assumptions, including the identification of <br />study intersections. <br />Review existing data and studies performed for the area, including the <br />Lake Chabot Terrace EIR (analysis prepared in 1990 for a previously <br />proposed 134-home development) for appropriateness and to determine <br />additional data needs. <br />• Conduct a.m. and p.m. peak -hour traffic turning movement counts at <br />up to seven intersections. Note: This proposal assumes that new <br />peak -hour traffic data for the selected study intersections will need to <br />be collected. To the extent that current traffic data are available, the <br />effort associated with this task will be reduced. <br />• Calculate existing level of service at the selected intersections using <br />methodologies in the Highway Capacity Manual. <br />• Conduct traffic signal warrant analyses for unsignalized intersections. <br />Calculate levels of service under signalized conditions for any <br />intersections for which existing traffic volumes satisfy the signal <br />warrants. <br />• Describe the existing roadway network and traffic conditions in the <br />vicinity of the site, using existing data and field reconnaissance. , <br />• Establish significance criteria that will be used to judge project and <br />cumulative impacts. <br />• Forecast trip generation and trip distribution associated with the <br />proposed plan and with cumulative development in the project vicinity. <br />The EIR cumulative analysis will rely on data, including previous <br />traffic analyses, compiled by the City and made available to ESA. <br />Boulders Residential Development EIR 13 of 37 <br />
