2. SCOPE OF WORK <br />• Calculate the level of service at the selected intersections for the Future <br />Without Project and Future With Project conditions. <br />• Conduct traffic signal warrant analyses for the Future Without Project <br />and Future With Project conditions. Calculate levels of service under <br />signalized conditions for any unsignalized intersections for which these <br />future traffic volumes would satisfy the signal warrants. <br />• Investigate possible increased hazards to motor vehicles, bicyclists, and <br />pedestrians on- and off -site due to project -generated traffic. <br />• Discuss adequacy and safety of project and emergency service access, <br />and of internal circulation on the project site. <br />• Identify and evaluate mitigation measures that would reduce or <br />eliminate adverse traffic impacts. These measures may include, but not <br />be limited to, roadway and signalization improvements. Level of <br />significance after implementation of mitigation measures will be <br />determined. <br />Related Task <br />• Estimate vehicle miles of travel (VMT) for use in the air quality <br />analysis. <br />3. Noise <br />Issues <br />The Draft EIR on the Lake Chabot Terrace project described existing noise <br />sources in the vicinity, evaluated construction -phase and operational -phase <br />vehicular noise impacts and determined that construction noise impacts <br />would be significant and unavoidable. Vehicular noise impacts were <br />determined to be less -than -significant. The current proposal would have <br />even less of an impact on local roadway noise than the earlier proposal since <br />less traffic would be generated, but construction impacts may be similar in <br />nature and character as the earlier proposal depending upon the extent of <br />construction activity, the proximity of existing sensitive uses to the proposed <br />residential parcels, and the presence or absence of intervening topography. <br />Tasks <br />• Update the noise setting section of the Lake Chabot Terrace Project <br />EIR based on a site reconnaissance during which up to four short-term <br />noise measurements would be taken. Predominant noise sources and <br />background noise levels will be described and any recent residential <br />development in the area will be identified. ESA will also investigate <br />the current status of the Chabot Gun Club and any abatement measures <br />in effect to reduce its noise impact.
