2. SCOPE OF WORK <br />• Evaluate construction -phase impacts taking into account distance and <br />topographical considerations. The construction -phase analysis will <br />focus on the Bay-O-Vista neighborhood, which was area that the <br />previous EIR had determined would be significantly affected by <br />construction noise, and any new residential development in the <br />vicinity. <br />• Calculate the project and cumulative impact on roadside noise levels in <br />the project vicinity based on revised traffic volume estimates and the <br />FHWA Highway Traffic Noise Prediction Model. <br />• Determine if the project would conform to the noise policies contained <br />in the Noise Element of the General Plan. <br />• Identify mitigation measures to reduce or avoid any significant noise <br />impacts identified in the impact assessment. Evaluate whether <br />mitigation measures would reduce the impacts below a level of <br />significance and identify the parties who would be responsible for <br />implementing each measure. <br />4. Aesthetics <br />Issues <br />The proposed project site is located in the San Leandro Hills, which serves <br />as a visual back drop and eastern boundary of the City. Implementation of <br />the proposed project would change the visual character of the site from rural <br />to suburban. Views from Lake Chabot Regional Park, located immediately <br />north of the site, could also be affected. <br />The visual analysis in the EIR will use previous information from the Lake <br />Chabot Terrace EIR (to the extent feasible). The previous EIR identified <br />unavoidable significant visual impacts that would result from development. <br />The reduced density of the Boulders project, and reduced grading <br />requirements, would substantially change the visual effects of development. <br />The potential of the project to result in other visual quality effects identified <br />in the CEQA Guidelines will also be discussed in the Initial Study, including <br />destruction or impairment of aesthetically significant objects (e.g., heritage <br />trees) and light and glare effects. Implementation of the project could also <br />conflict with adopted visual quality and urban design policies of the City of <br />San Leandro. <br />Tasks <br />• Review the proposed development plans and existing visual quality <br />information contained in the Lake Chabot Terrace EIR. <br />15 of 37 <br />Boulders Residential Development EIR <br />
