2. SCOPE OF WORK <br />Using the updated information, analyze the existing visual character of <br />the project area. The analysis will evaluate the existing visual <br />attributes and patterns of the area and its surroundings according to <br />objective descriptive categories: site location and spatial organization, <br />land form, vegetation, land uses, surface waters, cultural features, and <br />specific objects having aesthetic significance. The analysis will note <br />any special visual sensitivity of groups of observers who "use" (or <br />view) the existing site. Provide up to four photographs of the site <br />documenting existing visual character. <br />Describe, and provide schematic mapping that delineates the major <br />regional viewshed(s) and/or view corridor(s) within which project <br />structures would potentially comprise visually distinctive features. The <br />map will identify any potential visual constraints to project <br />development. Provide up to four photographs documenting the <br />visibility of the project site in short-range, medium -range and long- <br />range views, as applicable. <br />Discuss the consistency of the proposed project with City design - <br />related policies. <br />Analyze and describe the changes in the visual environment that would <br />result from project implementation in terms of the objective descriptive <br />categories used to characterize the setting. Assess any changes in <br />views within the viewsheds and visual corridors that include the project <br />site, particularly in views from Lake Chabot Regional Park. Impact <br />assessment will apply and clearly explain significance criteria that have <br />been derived from the CEQA Guidelines (view obstruction or <br />degradation, creation of a demonstrable negative aesthetic site, <br />impairment of an object having aesthetic significance, conflict with <br />adopted environmental plans and goals, or production of new light or <br />glare). <br />Discuss the extent to which the project has effectively incorporated <br />mitigation measures, if applicable. <br />As appropriate, identify additional measures to mitigate visual impacts <br />of implementation of the project. Mitigation could include measures to <br />establish and/or preserve view corridors across the project site, <br />particularly in views from Lake Chabot Regional Park; provide <br />screening for any infrastructure improvements; and promote <br />conformity with relevant visual quality policies of the City of San <br />Leandro. <br />Optional Task - Visual Simulations <br />As optional services, Environmental Vision can produce accurate, realistic <br />visual simulations to illustrate the visual quality impacts of the proposed <br />project and/or the alternative development plan from representative viewing <br />locations, and/or computer -generated line -of -sight drawings to illustrate the <br />visibility of the proposed development.
