2. SCOPE OF WORK <br />• Qualitatively describe sources of pollution from short-term <br />construction and long-term operation of the project including metals, <br />salts, nutrients, oils, herbicides, and other pollutants associated with <br />urban residential development and street systems. Identify, and to the <br />extent possible quantify any pollutants that may be related to <br />maintenance operations including fertilization, application of <br />herbicides, rodenticides. The Alameda County Runoff Clean Water <br />Program (ACRCWP) has identified a number of commonly used <br />products in residential areas that may be having significant effects on <br />the ecological health of receiving waters. Discuss recent research on <br />these substances and discuss approaches that the ACRCWP is taking to <br />deal with the problem. Relate these approaches to the proposed <br />project. <br />• Identify mitigation to reduce long-term pollutants from entering <br />surface water systems including use of integrated vegetation and pest <br />management methods to reduce pollutant and nutrient sources. The <br />mitigation list will include provisions that could be incorporated into <br />the NPDES SWPPP. The mitigation plan, however, will not constitute <br />a complete SWPPP, unless provided by the applicant. <br />10. Biological Resources <br />Issues <br />The approach to the biological resources section assumes that the previous <br />Lake Chabot Terrace studies are complete and accurate and that no <br />supplemental surveys are required. In this case, the EIR analysis of the site <br />would rely solely on the studies that have been prepared to date. ESA would <br />verify the accuracy of these documents with a general site reconnaissance. <br />If the surveys conducted to date do not meet current state and federal <br />protocols and regulations or do not cover the entire project area, ESA may <br />need to complete supplemental surveys described as an optional task below. <br />If feasible, due to the less intensive Boulders development proposal, <br />biological impacts could be focused out using the Initial Study and Notice of <br />Preparation. <br />The site has a fairly low profile as sensitive species and wetland habitat due <br />to the extensive grading and quarrying activities that have occurred there. <br />Due to the extensive grading, on -site potential impacts may be limited to <br />off -site biological resources. Habitat for nesting waterfowl and raptors <br />occurs adjacent the site at Lake Chabot. Sensitive resources known or <br />potentially occurring on the property include Alameda whipsnake and <br />Congdon's tarplant. The City and applicant have completed a number of <br />biological studies that relate to these resources. ESA will base the EIR <br />analysis on these documents, evaluate the need for more specific biotic <br />Boulders Residential Development EIR <br />24 of 37 <br />
