2. SCOPE OF WORK <br />studies, and will provide strategies to mitigate significant impacts to below <br />the level of significance, if possible. <br />The need for secondary tasks assumes that the studies completed to date <br />either do not cover the entire project area or do not comply with current state <br />and federal survey protocols or regulations (see the Optional Tasks section <br />below). In this instance ESA would review the Lake Chabot Terrace EIR <br />biological study of the site and coordinate additional information or <br />supplemental studies to comply with current state and federal regulations. <br />Tasks <br />• Review and verify pre-existing biological studies relating to the <br />property. <br />• Review habitat base maps of the site and consult with the California <br />Natural Diversity Data Base (CNDDB), as well as California Native <br />Plant Society (CLAPS) publications. Obtain additional information on <br />special status species, communities of concern, and permit <br />requirements through consultation with biologists at the U.S. Fish and <br />Wildlife Service Endangered Species Office and the California <br />Department of Fish and Game District Office. <br />• Conduct reconnaissance field surveys of the project site to map existing <br />conditions and verify previous biological studies. <br />• Prepare a revised map of the project site, illustrating sensitive <br />biological features, based on field reconnaissance, California Natural <br />Diversity Data Base, pertinent literature, and consultations with <br />recognized experts. <br />• Determine and describe the extent of Natural Communities present on - <br />site. Note which communities are of special concern (e.g., wetlands) <br />because of their rarity, sensitivity, importance as wildlife habitat, or <br />potential to support special status species. <br />• Summarize and evaluate federal, state, and local policies and <br />regulations as they pertain to biological resources and wetlands in the <br />area, particularly with respect to special status plant species, potential <br />wetlands, and riparian communities. <br />• Develop significance criteria to be applied to the impact analysis. <br />• Determine whether the proposed project would result in any adverse <br />significant affects to biological resources. Provide a discussion of the <br />potential affects. <br />• Develop measures to fully mitigate any significant impacts to <br />biological resources. <br />25 of 37 <br />Boulders Residential Development EIR <br />
