2. SCOPE OF WORK joint session of both, would be held for the purpose of accepting the Final EIR. The ESA Project Director and/or Project Manager will be available at all public hearings to present findings and conclusions, and to answer questions. Key members of the project team could also be available for hearing at the discretion of City staff. Task 3: Data Review and Initial Study The project team will review the following project -related reports, studies and plans: • project plans, including but not limited to: lot layout and sizes, conceptual details, preliminary grading, street system, storm drainage, water system, sanitary sewer, and conceptual landscaping; • Lake Chabot Terrace Draft EIR (July 1990), Supplemental EIR (October 1990), and Final EIR (February 1991); • San Leandro Golf Learning Center EIR (June 1994); • Boulders Geotechnical Analysis; • City of San Leandro General Plan and Zoning Ordinances; The data review task will also include initial contacts with cognizant public agencies to determine their roles and concerns with respect to the project, and to obtain current project -related agency information. The data review is expected to be conducted in July and early August (see Section 3, Schedule). The results of the data review will be presented in outline form at two project meetings described in Task 2, above. The data review will examine the completeness and adequacy of available information in describing environmental setting, impact, and mitigation strategies, and will identify problematic environmental issues regarding resolution. During the data review process, an Initial Study would be performed to aid in focusing out EIR issues, if feasible. If the City and ESA can conclude that some issues can be focused out, the Initial Study would be included with the Notice of Preparation for agency comment.
