2. SCOPE OF WORK <br />soliciting preliminary comments from responsible agencies and/or city <br />departments. ESA can also perform the mailing of the NOP using in-house <br />mail merge software applications. <br />Task 4: Prepare Administrative Draft EIR (ADEIR) <br />The ADEIR will comply with CEQA Guidelines and recent court cases. The <br />document will include a Summary that lists impacts by degree of <br />significance, mitigation measures, and residual impacts after mitigation. A <br />general Introduction section and a detailed Project Description will appear <br />after the Summary, followed by the Environmental Setting, Impacts and <br />Mitigation Measures regarding the issues identified in the Technical Issues <br />and Tasks section, below. The summary in the ADEIR would not be <br />completed until final revisions to text were included pursuant to staff <br />comment included in the DEIR. <br />The ADEIR will address alternatives to the proposed project in a separate <br />chapter (see Alternatives, below). The ADEIR will also include all statutory <br />sections required by CEQA, including Unavoidable Significant Adverse <br />Impacts, Short -Term versus Long -Term Effects, Significant Irreversible <br />Environmental Changes, and Growth -Inducing Impacts of the project. <br />ESA will submit five (5) copies of the ADEIR to the City for review. <br />Though most project -related environmental issues have been addressed in <br />previous studies prepared by consultants to the applicant or the City (for <br />Lake Chabot Terrace), several topical areas have not been recently <br />addressed, and will require discrete new studies by the project team. These <br />include air quality, traffic, public services, visual resources, hydrology, <br />geology, and biology. These studies are addressed below under technical <br />issues and tasks. <br />Early identification of the project's potential environmental effects will be <br />critical in determining the issues to be thoroughly analyzed in a Focused <br />EIR. Additional supplemental technical studies may be required in other <br />topical areas, pending the results of Task 3, Data Review. <br />The project team will give early attention to the identification of these <br />problematic environmental issues in conducting the data review in Task 3 <br />and in preparing the technical studies in Task 4. <br />6 of 37 <br />Boulders Residential Development EIR <br />
