2. SCOPE OF WORK <br />Introduction <br />The EIR introduction will describe the relationship between the City of San <br />Leandro planning process and the environmental review process, the nature <br />of the impetus for the project, and the procedural steps by which the EIR and <br />any use permits will by processed. <br />Project Description <br />The project description will be comprised of four primary components: the <br />applicant's objectives, the project location, project characteristics, and <br />required permits and approvals. The applicant's objectives will be defined <br />through consultation with the City and the applicant. The project location <br />will be depicted using maps. A description of the project characteristics will <br />be prepared from documents and information available from the City. The <br />list of required permits and approvals will be developed through consultation <br />with the City. <br />Environmental Setting, Impacts, and Mitigation Measures <br />The EIR will present the environmental setting, impacts, and mitigation <br />measures in one unified section. As required by CEQA Guidelines, the <br />setting will describe the environment in the study area "as it exists before the <br />commencement of the project." The setting will be presented from site, <br />local, subregional and/or regional perspectives, as appropriate to each <br />environmental topic. <br />The environmental effects of the project will be presented under each topic <br />of analysis. As required by the CEQA Guidelines (and EIPC v. County of El <br />Dorado), the impacts of the project will be defined as changes from the <br />environmental setting that are attributable to the project. The mitigation <br />discussion will also be presented by environmental topic. As required by the <br />CEQA Guidelines (and Stevens v. City of Glendale), any significant <br />environmental effects due to mitigation measures will be identified. <br />Impact and Mitigation Format <br />Through its work with a wide variety of jurisdictions, ESA has prepared <br />CEQA documents in many formats. ESA and the City will select an <br />appropriate format for EIR preparation. The format ESA recommends <br />consists of a summary statement of the potential impact in bold, followed by <br />a discussion of the impact, identification of mitigation measures (if <br />appropriate), and a statement describing the level of significance prior to and <br />after the implementation of mitigation measures. At the start of each impact <br />topic (i.e., public health and safety, noise, or transportation), significance <br />criteria will be summarized.
