Revisions to Task 4 (Alternatives <br />Task 4.3: Evaluate Land Use Options -for Transition Areas <br />Task 4.3 as defined to the original work scope is exp—ain-Tea to allow for greater involvement by Strategic <br />Economics. As part of this task, Strategic Economics will explore a variety of options and tools for <br />enhancing San Leandro's economic competitiveness. Strategic Economics will also consider the <br />economic feasibility of the policies and land use options that are developed by the GPAC and the rest of <br />the Planning Team. The task will include a combination of interviews, attendance at staff meetings and <br />consultation with staff. An additional $4,060 has been budgeted for this task. <br />Revisions to Task S (Policies and Implementation Programs) <br />The scope of Task 5 initially covered only policies and implementation programs for the Land Use and <br />Circulation Elements. The scope is expanded to include policies and implementation programs for the <br />Open Space, Conservation, Safety, and Noise Elements, as well as the Historic Preservation component. <br />As with the Land Use and Circulation Elements, this task will be conducted with input from the GPAC <br />subcommittees, staff in various City departments and related agencies, and the Planning Commission and <br />City Council. The policies will express the City's position on issues such as creek restoration, vegetation <br />management, park and open space management, shoreline access, street trees, air and water quality, water <br />and energy conservation, mitigation of seismic and flood hazards, emergency preparedness, hazardous <br />materials management, location of noise sensitive land uses, noise conflicts, noise ordinance revisions, <br />preservation and adaptive reuse of historic structures, compatibility of new development with historic <br />character, and tools for historic preservation. <br />As with the Land Use and Circulation Elements, each policy will be reviewed to determine if there are <br />specific actions that will be required for implementation. Implementation programs will be prioritized, <br />with a funding source and responsible party identified wherever appropriate. <br />An additional $8,400 has been added to the Task 5 budget for this purpose <br />Revisions to Task 6 (Prepare Administrative Draft Plan and EIR) <br />Task 6.2: Pre are Plan Text <br />The scope o Task 6 initially covered only the writing of the Land Use and -Circulation Elements of the <br />General Plan. The scope is now expanded to include writing of the Open Space, Conservation, Safety, <br />and Noise Elements, as well as a Historic Preservation Element (or sub -element). The text will be <br />organized in conjunction with the Land Use and Circulation Element outline so that the entire Plan flows <br />together as a cohesive, unified document. Each element will include introductory text, background <br />information, discussion of future conditions and plan concepts, and policies and action programs. An <br />additional $8,400 has been added to the Task 6.2 budget for this purpose. <br />Task 6.3: Prepare Plan Graphics <br />This task includes preparation of maps and graphics for the Open Space, Conservation, Noise, and Safety <br />Elements, and Historic Preservation component. The original budget only covered maps for the Land Use <br />and Circulation Elements and the EIR. An additional $1,950 has been added to the Task 6.3 budget for <br />this purpose. <br />Task 6.4: Prepare Administrative Draft EIR <br />As note in EXHIBIT "A, - 'a Program EIR will be prepared for the General Plan. The addition of the <br />additional General Plan elements to the work scope will expand the range of impacts assessed in the EIR <br />bevond those resulting from the Land Use and Circulation Elements.
