3. COMMERCIAL REVITALIZATION <br />a. The Cities will continue joint economic development support for commercial <br />revitalization, including but not limited to: <br />• Design streetscape improvements on MacArthur and International <br />Boulevards. <br />• Perform land -use study plan for International Boulevard from the San <br />Leandro border north to 98`h Avenue. <br />• Establish Redevelopment Survey Area and study designating MacArthur <br />Boulevard in Oakland as a Redevelopment area. <br />b. The Cities will continue to provide staff support for development of the <br />Oakland/San Leandro merchants associations. <br />4. NEIGHBORHOOD COOPERATION <br />a. The Cities will plan and implement semi-annual neighborhood/street clean-up <br />events on major thoroughfares, enlisting the support and involvement of merchants, business associations and other interested parties. neighborhoods, <br />b. The Cities will continue to invite project area neighborhood associations to all <br />City -sponsored events and activities within or nearby the Joint Revitalization Plan area. <br />The Cities will also continue to seek opportunities for noticing residents beyond <br />neighborhood associations. <br />C. The Cities will continue to share information regarding projects or events that will <br />benefit all neighborhoods within the Joint Revitalization Plan Area, and encourage <br />neighborhood participation in these activities. <br />d. City of Oakland staff will share with City of San Leandro staff techniques for <br />forming neighborhood associations. <br />5. INTERJURISDICTIONAL COOPERATION <br />a. The City Council Liaison Ad Hoc Committee, comprised of three members from <br />each City Council, will meet semi-annually beginning Spring 2000, to set project <br />priorities and review project status. <br />b. Semi-annual meetings will be held between the City of San Leandro Planning <br />Manager, the City of Oakland Director of the Community and Economic Development <br />Agency, and the City of Oakland Planning Manager. The purpose of the meetings will be <br />to share information regarding proposed projects and planned developments, as well as <br />other matters of mutual interest, within each City. The responsibility for scheduling and <br />conducting these meetings will alternate between the Cities. Additional meetings may be <br />scheduled to review specific projects or programs as they arise. <br />
