Consolidated Plan Annual Performance Report — FY 2001-2002 <br />City of San Leandro <br />Page 8 <br />Leverage of Non -Federal Resources: <br />Private foundation funds <br />Matching Contributions: <br />N/A <br />Priority: Increase and expand activities designed to prevent those currently <br />housed from becoming homeless. <br />Resources Used: <br />City applied CDBG and HOME funds to further this priority. <br />Activity Undertaken: <br />Rental Assistance Program (RAP) <br />n The City contracted with ECHO Housing, Inc. to provide a Rental Assistance <br />Program (RAP) to San Leandro residents. The program assisted with move -in costs <br />or delinquent rent due to a temporary financial setback by arranging for a guaranteed <br />repayment contract between the tenant and landlord. During this time period, <br />eighteen households were assisted. <br />Rent Review Program <br />n The Program offers a review process for rent increases in excess of 10% or $75 per <br />month. Tenants affected by such increases have the right to a hearing before a five - <br />member community board. The board and staff provided mediation/arbitration <br />between landlords and tenants. During fiscal year 2001-2002, 35 households were <br />assisted. <br />Section 8 Housing Certificate and Voucher Program <br />0 The Housing Authority of Southern Alameda County administered the Section 8 <br />Certificate and Voucher Program in Southern Alameda County, including San <br />Leandro. The Housing Authority and the City continued the outreach to landlords on <br />acceptance of the Section 8 program and planned a marketing session during the <br />Management Assistance Program (MMAP) for rental owners and property managers. <br />Geographic Distribution and Location of Expenditures: <br />Services are available city-wide. <br />Leverage of Non -Federal Resources: <br />City General Fund. <br />Matching Contributions: <br />N/A <br />
