PART II: <br />Consolidated Plan Annual Performance Report âFY 2001-2002 <br />City of San Leandro <br />Page 15 <br />OTHER ACTIONS UNDERTAKEN <br />Actions taken to Affirmatively Further Fair Housing <br />The City participated in the Analysis of Impediments to Fair Housing Choice (AI) <br />prepared by the Alameda County HOME Consortium in February of 1996 and updated in <br />June 1997. The HOME Consortium will prepare another analysis during the second <br />quarter of FY 2002-2003, when the Census 2000 demographic information is expected to <br />be available. The Analysis of Impediments includes demographic information for each <br />Consortium city, a description of public and private impediments to fair housing choice, <br />and an assessment of public and private fair housing programs. <br />During FY 2002-2003 the City worked with a citizens' advisory committee for <br />approximately one year to draft the Housing Element update. The Draft Housing Element <br />has been submitted to the State for review and expected to be adopted by the City Council <br />by January 2003. The following objectives were included in the draft Housing Element: <br />Policy 59.01: Encourage and directly support effective programs working toward the <br />elimination of arbitrary housing discrimination based on age, race, sex, sexual orientation, <br />marital or family status, ethnic background, medical condition, disability status, or other <br />arbitrary factors. <br />Policy 59.02: Ensure that non-discrimination is required as a condition of approval for all <br />City -approved housing programs. <br />Policy 59.03: Provide information and referral services that direct families and individuals to <br />agencies that can assist them in overcoming financial barriers to housing rental or purchase, <br />locating suitable housing, and obtaining housing with special facilities such as disabled - <br />accessible units. <br />Policy 59.04: Ensure that City housing programs are well publicized throughout the <br />community. Use a variety of methods, including multi-lingual printed materials, <br />broadcast media, and the Internet to advertise programs that assist low- and moderate - <br />income San Leandro homeowners and renters. <br />Policy 59.05: Promote multi-lingual public education and awareness of fair housing <br />requirements and the need for affordable housing. Work to address misconceptions about <br />affordable housing and to build broad recognition and support for such housing in the <br />community. <br />During the past year the City funded activities that are consistent with the Consolidated <br />Plan priority of reducing housing discrimination. ECHO Housing provided fair housing <br />services, tenant -landlord counseling, and deposit guarantees through the Rental <br />
