Consolidated Plan Annual Performance Report âFY 2001-2002 <br />City of San Leandro <br />Page 16 <br />Assistance Program. The Council appointed Rent Review Board provided dispute <br />mediation between landlords and tenants on rent increase issues. <br />ECHO Housing also performed an audit on differential treatment based on race in twenty- <br />four (24) apartment developments. The audit took place over a seven -month period, <br />through the use of testers. Seven of the testers (29%) experienced differential treatment <br />based on their race. ECHO Housing will follow up with a report to the property owners <br />on the performance of their leasing agents. Owners and leasing agents will be encouraged <br />to attend educational and training sessions conducted by ECHO Housing. <br />To extend the training and education to larger number of rental owners and managers, <br />ECHO Housing partnered with a private attorney to conduct an evening class on fair <br />housing laws during the Multi -Family Management Assistance Program (MMAP) <br />seminar series. Eighty rental managers attended the MMAP series, sponsored by the <br />cities of San Leandro and Hayward, the County of Alameda, and the Rental Housing <br />Owners Association (RHO). Outreach to tenants regarding fair housing rights was done <br />through presentations at community organizations, public service announcements on <br />radio, and distribution of flyers at community events and at the public library. <br />Actions Taken to Address the Needs of Homeless Persons and the Special Needs of Persons <br />That Are Not Homeless but Require Supportive Housing <br />In addition to the actions taken in coordination with the County -wide Plan, the City of <br />San Leandro continued to support agencies that provide housing and services to homeless <br />and those at risk of homelessness. <br />0 The City approved a $50,000 HOME grant for the FESCO Mid -Length Transitional <br />Housing Project developed by FESCO in the unincorporated area. The funds were <br />added to the CDBG grant approved in FY 2000 and used toward the rehabilitation of <br />the Mid -Length transitional housing property. The project serves families and <br />provides support services including medical -care, childcare and job training. <br />0 The City approved a $200,000 HOME grant for the Housing Alliance project located <br />in Castro Valley. The funds were added to the CDBG grant approved in FY 2000 and <br />will be used toward the construction of 27 units of affordable rental housing for <br />persons with disabilities and for formerly homeless persons. <br />The City also supported the San Leandro Shelter, the Davis Street Community Center <br />and SAVE Wings Shelter located in Hayward. San Leandro Shelter and SAVE <br />provide shelter services, while the Davis Street Community Center, located in San <br />Leandro for many years, provides food, emergency medical services, motel vouchers, <br />and referrals for homeless and very low-income families at risk of becoming <br />homeless. Davis Street Community Center also operates the San Leandro Works <br />
