Consolidated Plan Annual Performance Report—FY 2001-2002 <br />City of San Leandro <br />Page 17 <br />Program, offering job training and job placement for very -low income San Leandro <br />residents. <br />Actions to Address Obstacles to Meeting Underserved Needs, Foster and Maintain <br />Affordable Housing, and Eliminate Barriers to Affordable Housing <br />In 1997, the City Council adopted a Five -Year Affordable Housing Strategy and <br />Implementation Plan outlining programs recommended by the Housing Task Force. The <br />programs, adopted into the current Five -Year Plan, includes the following: maintain <br />affordable rents by assisting owners of older apartments with rehabilitation and seismic <br />retrofitting; assist first-time homebuyers by providing second mortgages for down <br />payment assistance; and explore opportunities for affordable senior housing. During FY <br />2001-2002 the City accomplished the following milestones: <br />n Construction began on a 9-unit rental property rehabilitated with Redevelopment Set - <br />Aside funds under the Apartment Rehab Program. The project, expected to be <br />completed in October, will generate four affordable housing units. <br />n The First -Time Homebuyer Program assisted 16 homebuyers and provided two home <br />buying seminars for prospective low- and moderate -income buyers. <br />0 Ten Below Market Rate Inclusionary Housing units were completed and sold to <br />moderate -income buyers at the Cherrywood development. The Agency also entered <br />into an agreement with a private developer to provide two inclusionary units at the <br />Halcyon Blvd. housing development. <br />0 The City supported affordable housing education efforts through participation in East <br />Bay Housing Organization's (EBHO), campaign for community acceptance of <br />affordable housing and contributed towards the publication costs of EBHO's <br />affordable housing booklet. <br />n The City worked with a citizens' advisory committee for approximately one year to <br />draft the Housing Element Update. The updated Housing Element identifies housing <br />sites, sets goals for the production of affordable housing and proposes new policies <br />that promote fair housing practices, and affordable housing development. The <br />Housing Element is expected to be adopted in January 2003. The Draft Housing <br />Element has suggested a number of possible Zoning Code amendments to reduce <br />regulatory barriers to constructing new affordable housing. The draft Housing <br />Element was forwarded to the State HCD for review and comment and is expected to <br />be adopted in January 2003. <br />Actions Taken to Overcome Gaps in Institutional Structure and Enhance Coordination <br />n During FY 2001-2002, the City coordinated CDBG, HOME, Redevelopment and <br />Community Assistance funds to provide housing programs, public service assistance, <br />
