EXHIBIT B <br />GENERAL FEDERAL/STATE CONDITIONS <br />COMMUNITY DEVELOPMENT BLOCK GRANT <br />(Service Agreement) <br />1. GOVERNMENTAL REGULATIONS. To the extent that this Agreement may be funded by fiscal <br />assistance from another governmental entity, County shall comply with all applicable rules and regulations to <br />which City is bound by the terms of such fiscal assistance program. In particular, County agrees to comply with <br />all applicable provisions of the Housing and Community Development Act of 1974 (Public Law 93-383) and <br />regulations promulgated pursuant thereto. <br />2. RECORDS. Records must be kept accurate and up-to-date, County's records shall be made <br />available for review by the City, HUD or their designee. County shall be responsible to maintain, for not less <br />than three (3) years after completion of this Agreement, all records pertaining to this Agreement, including <br />subcontracts and expenditures, and all other financial and property records. <br />AUDITS AND INSPECTIONS. <br />A. County shall at any time during normal business hours and as often as the City, HUD and the <br />Comptroller General of the United States may deem necessary, make available to their representatives for <br />examination all of County's records with respect to all matters covered by this Agreement and shall permit <br />these representatives to audit, examine and make excerpts or transcripts from such records, and to make <br />audits of all documents and conditions relating to this Agreement, All costs are subject to the eligibility <br />requirements of HUD. <br />B. County shall permit and facilitate observation and inspection of the work and records at <br />County's principal office and job site by City, its employees and public authorities during reasonable business <br />hours. <br />4. EQUAL EMPLOYMENT OPPORTUNITY. <br />A. Affirmative Action in Employment <br />County shall comply with the Affirmative Action Program and Equal Employment <br />requirements of the City, State and Federal Government. <br />2. During the performance of this Agreement, County agrees as follows; <br />a. County will not discriminate against any employee or applicant for <br />employment because of race, color, religion, sex, sexual orientation, <br />handicap, age, or national origin. County will take affirmative action to <br />ensure that applicants for employment are employed, and that employees <br />are treated during employment, without regard to their race, color, religion, <br />handicap, sex, sexual orientation, age, or national origin. Such action shall <br />include but not be limited to the following; employment; upgrading; demotion <br />
