Rules and Communications Committee <br />January 18, 2006 <br />Page 2 <br />Committee Recommendation <br />The Committee recommends that the City Council schedule the adoption of recodified Titles 13- <br />23 of the San Leandro Administrative Code. This recodification involves only an update of the <br />Administrative Code, and no policy changes have been made. <br />3. Discussion Regarding Composition of the Official Family <br />City Manager Jermanis provided the history on the Official Family, which was created during the <br />Jack Maltester era. The Official Family is comprised of current and former members of the City <br />Council; current board and commission members; the current City Manager, City Attorney, and <br />department heads; and City Managers Emeritus and City Attorneys Emeritus. <br />Mr. Jermanis noted the factors which distinguish board and commission members from other <br />citizen advisory groups is that the board or commission is created by ordinance and is in the <br />Municipal Code, and members are administered the Oath of Office. He pointed out that the size <br />of the Official Family becomes a consideration for staffing and event planning. <br />Committee Member Badger noted that most board and commission members are appointed from <br />districts. <br />Committee Member Nardine commented that there does not seem to be a common understanding <br />or agreement about the composition of the Official Family. She noted that at the recent <br />Leadership Awards ceremony, the Youth Advisory Commission was the only commission that <br />presented a Leadership Award. <br />Committee Member Stephens asked what happened to those members who leave the Official <br />Family. Mr. Jermanis indicated that staff keeps a historical list of elected officials, as they are <br />still considered part of the Official Family. However, board and commission members are no <br />longer a part of the Official Family once they leave office. <br />Committee Member Badger commented that he has consulted with his district board and <br />commission appointees to receive information on issues within their commission's purview. <br />Mr. Jermanis noted that in the last few years, the Council has become more directly involved in <br />the early phases of decision -making through the City Council committees. <br />It was the consensus of the Committee to retain the current composition of the Official Family. <br />4. Discussion Regarding Selection of Committee Chairperson <br />Committee members selected Vice Mayor Badger as their Chairperson. <br />
