It is anticipated that a successful completion of the planning studies will <br />result in grant funding for the restoration project. <br />Identifying appropriate restoration options for the beach is the primary focus of this study. Beach <br />erosion has visibly impacted the beach’s ability to sustain native species and identifying an <br />appropriate rehabilitation project is crucial to the reestablishment of some of the critical or <br />endangered animal and plants species in the area, such as Least Tern fledglings, Western <br />Snowy Plovers and Suaeda californica, a rare plant native to this habitat. <br /> <br />Analysis <br />A request for proposals for design study services to complete the Long Beach Restoration <br />Project was posted on the City’s website in Spring 2022. This effort resulted in the receipt of two <br />proposals from consulting firms. Staff , and the Technical Advisory Group (TAG) created for the <br />project ranked the proposals and checked on the references for the firms. ESA was chosen as <br />the most qualified for the work based on discussions from the references and its experience <br />working on similar projects. <br />The scope of this planning study includes evaluation of appropriate restoration options for the <br />beach, public meetings with stakeholders, identification of permitting needs, and development of <br />a 35% conceptual design and associated cost estimate. <br />Current Agency Policies <br />·Maintain and enhance San Leandro’s infrastructure <br />·Support and implement programs, activities, and strengthen communication that enhances the <br />quality of life and wellness, celebrates the arts and diversity and promotes civic pride <br />Previous Actions <br />·On March 15, 2022, by Resolution No. 2021-044, the City Council approved and authorized <br />the City Manager to accept and appropriate grant fund of $514,500 from SFBRA for the <br />project <br />Applicable General Plan Policies <br />·Policy OSC-1.2 Park Maintenance.
