1.32.010 <br />Chapter 1.32 <br />IMPROVEMENTS <br />Sections: <br />1.32.010 <br />General. <br />1.32.020 <br />Parking facilities. <br />1.32.030 <br />Pedestrian access. <br />1.32.040 <br />Traffic improvement. <br />1.32.050 <br />Bicycle access. <br />1.32.010 General. <br />A. This redevelopment plan includes the <br />construction of certain public improvements <br />and the acquisition of property necessary <br />therefor. This work shall include the <br />renovation and rehabilitation of existing <br />privately -owned structures in accordance with <br />the owner participation provisions hereinafter <br />set forth and the acquisition of privately <br />owned property where the assembly of such <br />property under unified control is necessary to <br />implement this plan. <br />B. The following general types of public <br />improvements are planned to be undertaken as <br />a part of this project: <br />I. Improvement of pedestrian malls and <br />pedestrian plazas; <br />2. Improvement and maintenance of <br />public parking areas, access thereto and <br />construction of parking structures; <br />3. Landscaping and lighting of pedestrian <br />areas and parking areas, and installation of <br />street and mall furniture, including kiosks, <br />fountains, sculptures, benches, bus shelters <br />and construction of decorative paving; <br />4. Installation of decorative street lighting <br />on commercial frontages; <br />5. Widening of and related improvements <br />to, including conversion of aerial utilities <br />systems to underground systems, portions of <br />42 <br />streets providing direct access to the project <br />area; <br />6. Development of a public transportation <br />link between the BART station and the Plaza <br />1 redevelopment project area; <br />7. Construction of a pedestrian over - <br />crossing between the BART parking lot and <br />the BART station; and <br />8. Assemble land, provide relocation <br />assistance, remove improvements, perform <br />soils tests, undertake soil and groundwater <br />decontamination activities, and develop or <br />market acquired properties for residential and <br />non-residential uses in accordance with the <br />plan. <br />C. The agency may, as it deems necessary <br />to carry out this plan and subject to the <br />consent of the city council and the <br />determinations to be made under provisions <br />contained in Community Redevelopment Law <br />Section 33445, pay all or part of the value of <br />the land for and the cost of installation and <br />construction of such buildings, facilities, <br />structures, street widenings, or other <br />improvements identified in this chapter which <br />are publicly owned, either within or outside <br />the project area, at such locations as <br />determined by the agency in implementing <br />this plan. <br />D. When the value of such land or the cost <br />of the installation and construction of such <br />building, facility, structure or other <br />improvement, or both, has been or will be <br />paid for initially by the city or other public <br />corporation, the agency may enter into a <br />contract with the city or other public <br />corporation under which it agrees to <br />reimburse the city or other public corporation <br />for all or part of the value of such land or all <br />or part of the cost of such building, facility, <br />structure or other improvement, or both, by <br />
