Alvarado Street south of the redevelopment area is a ,,,u,..: arterial <br />serving a large southern area of the City. This area contains major <br />established commercial, industrial and residential developments. <br />The estimated traffic volume, generated by the new developments, from the <br />established areas to the south and the newly redeveloped areas will be in <br />excess of 5,000 vehicles per day. <br />Current routes on existing arterials and freeways for this additional <br />traffic is along Davis Street to San Leandro Boulevard to either Williams <br />Street or Marina Boulevard and back to Alvarado Street; or Davis Street <br />to the Himitz Freeway to Marina Boulevard and back to Alvarado Street. <br />Routes that exist on narrow local residential streets such as Orchard <br />Avenue and Pacific Avenue are undesirable to the residents because of the <br />noise and congestion, and detrimental to public improvements because the <br />streets were designed for light residential loads. <br />Martinez Street cannot be considered as an alternate route because the <br />portion between Davis Street and West Estudillo Avenue is soon to be <br />abandoned. This abandonment is dependent upon completion of the current <br />Alvarado Street construction. <br />In summary, the proposed crossing would serve the public need by <br />providing the public with direct access between the redeveloped area and <br />established developments to the south; relieve existing public arterials <br />and freeways of additional traffic burden; reduce citizen anxiety and <br />prolong the life of public improvements on local streets. <br />
