Chapter 1.12 <br />IMPROVEMENTS <br />Sections: <br />1.12.010 <br />General. <br />1.12.020 <br />Parking facilities. <br />1.12.030 <br />Pedestrian access. <br />1.12.040 <br />Traffic improvements. <br />1.12.050 <br />Bicycle access. <br />1.12.010 General. <br />A. The Plaza 1 redevelopment project <br />includes the construction of certain private <br />and public improvements and the acquisition <br />of property necessary therefor. Plaza 1 <br />redevelopment project includes the renovation <br />and rehabilitation of existing privately owned <br />structures in accordance with the owner - <br />participation provisions hereinafter set forth. <br />B. Plaza 1 provides for the construction of <br />the following specific public improvements <br />under the financing program set forth in <br />Chapter 1.16: <br />1. Improvement and maintenance of <br />public areas; <br />2. Widening of East 141h Street and <br />restriction of vehicular traffic on portions of <br />Washington Avenue, West Estudillo Avenue <br />and West Joaquin Avenue; <br />3. Public plazas; <br />4. Pedestrian malls, including widening <br />on the north side of the mall in the block <br />bounded by West Estudi Ito Avenue, East 14" <br />Street, Washington Avenue, and West Joaquin <br />Avenue; <br />5. Landscaping and lighting of pedestrian <br />areas and parking areas; installation of public <br />amenities. including kiosks, fountains, <br />1.12.010 <br />sculptures, benches, bus shelters and <br />decorative paving. <br />C. Provision shall be made for a gradual <br />transition from primary dependence on private <br />transportation to primary dependence on <br />public transportation as a means of access to <br />and departure from the project area. These <br />provisions shall include planned flexibility in <br />public and private construction to <br />accommodate later the addition of a transit <br />link between the project area and the Bay <br />Area Rapid Transit Station at Davis Street and <br />San Leandro Boulevard. <br />D. The agency may, as it deems necessary <br />to carry out this plan and subject to the <br />consent of the city council and the <br />determinations to be made under Heath and <br />Safety Code Section 33445, pay all or part of <br />the value of the land for and the cost or <br />installation and construction of such <br />buildings, facilities, structures, street <br />widenings or other improvements identified in <br />this chapter which are publicly owned, either <br />within or outside the project area, at such <br />locations as determined by the agency in <br />implementing plan. <br />E. When the value of such land or the cost <br />of the installation and construction of such <br />building, facility, structure or other <br />improvement, or both, has been or will be <br />paid for initially by the city or other public <br />corporation, the agency may enter into a <br />contract with the city or other public <br />corporation under which it agrees to <br />reimburse the city or other public corporation <br />for all or part of the value of such land or all <br />or part of the cost of such building, facility, <br />structure or other improvement, or both, by <br />lump sum, partial or periodic payment over a <br />period of years. <br />
