Ward, Public Works Director <br />SUBJECT Neptune Drive Extension, Southerly of Davis Street, and Negative Declaration Page 2 <br />project which ultimately led to my decision to prepare a negative declaration. <br />As the Council may recall, Mr. Ralph Welch questioned the appropriateness <br />of a negative declaration. He based his _protest on the fact that the proposed <br />street extension would provide access to presently unused land which could <br />thereafter be developed for more intensive uses. The roject,_in Mr. Welch's <br />opinion,�enerates more traffic thus causing an adverse environmental impact. <br />We have anticipated increased traffic due to the potential development of this <br />land and its effect is included in the computations which lead to our conclusion <br />that there will be no significant effect�on_the environment. <br />Included in our <br />analysis is a recognition of the information developed in_the preliminary draft <br />environmental impact report on the Solid Waste TransferNStation for Oakland <br />Scavenger which is on file in the office of the Director of Community _Development. <br />In,addition. traffic has been considered by reference to the Mdraft _and final <br />environmental impact report pre tired for the San Leandro R„ egional Shoreline Park <br />also on fie in the office of the Communit Y_Development Director. Based upon <br />these anal ses of traffic and others we believe that the impacts are non- <br />gnificant_and_that the ,adoption of„miti_gation„measures suggested i_n the,,,Oakland <br />cavepger draft EIR for purposes of this pro,,.igct wouldfurther decrease to a_ <br />level ___.,any_....i_mp.-cts__a ,s_cciated_with the extension ofthisstreet. It is <br />important tonotethat „an environmental impact report need- only be prepared when <br />the pro _jec t may result in a_substantial o r potential substantial adverse impact w <br />on the environment.
