Section 2. Thdt this City Council is directed and empowered by <br />the provisions of S33220 of the California Health and Safety Code and <br />the provisions of Ordinance No. 1295 N.S. adopted December 28, 1960, as <br />amended by Ordinance 67-63, adopted December 26, 1967, Ordinance 74-29, <br />adopted October 26, 1971, Ordinance 75-39 adopted August 4, 1975, and <br />Amendment No. 4 to the Plaza I Redevelopment Plan approved by the Redev- <br />elopment Agency July 7, 1980, (the terms and conditions of which are <br />hereby officially noticed) to open, close, widen or change the grade of <br />streets or alleys or otherwise modify the street layout in the Plaza I <br />Redevelopment Project Area. <br />Section 3. That in order to carry out and effectuate the purpose <br />and intent of'the Plaza I Redevelopment Plan (hereinafter the "Plan") <br />it is necessary, convenient and appropriate to vacate the herein des- <br />cribed portions of West Estudillo Avenue, Washington Avenue and West <br />Joaquin Avenue. The purpose and intent of the Plan is to eliminate <br />the conditions of blight therein existing, to provide for the highest and <br />best use of said properties; to achieve the most productive utilization <br />of said properties; to increase tax revenues generated thereby and <br />reduce costs to the taxpayers resulting from blight. <br />Section 4. That the vacation of portions of West Estudillo <br />Avenue, Washington Avenue and West Joaquin Avenue is consistent with the <br />General Plan of the City of San Leandro and the Circulation Element <br />thereof. <br />Section 5. That the described portions of West Estudillo Avenue, <br />Washington Avenue and West Joaquin Avenue are unnecessary for present and <br />prospective use as public vehicular therQughfares and are necessary for <br />purposes of carrying out the Plan and the policies set forth in the <br />�M <br />
