s L City Council of San Leandro - May 18, 1972 Page two ,
Early in 1970 the Board authorized a planning study, both short range
and long range to be done by the firm of Stone, Marraccini and Patterson.
This firm was chosen because it has the capabilities, reputation and
personnel for planning studies. We ascertained that Stone, Marraccini
and Patterson had done planning and designing for many hospitals
nationally. Hospitals in the East Bay Area include San Leandro
Memorial, St. Rose, Washington Township, Valley Memorial,
Brookside and Concord. Stone, Marraccini and Patterson were the
designers and architects for the original Eden. Hospital building. Also,
they designed the present cobalt therapy area, intensive care unit and
the installation of the 600 KW standby generator to furnish electrical
power for the entire hospital in an emergency. The planning studies
covered the periods of 1970 - 1980 and long-range from 1980 to 1990.
The studies show the need for the following, various services and
departments:
Emergency Department - The twenty-four hour coverage has
increased patient visits and has frequently created crowded
and inefficient situations. Patients and relatives of emergency
cases are required to wait in corridors. Storage requirements
for equipment and supplies is inadequate. Wheeled stretchers
are frequently stored in the corridor.
Laboratory - Installation of automated equipment has raised
the requirements for space. The studies noted that determi-
nations performed in the laboratory are increasing at the rate
of 51a for inpatients per year. Outpatient determinations are
calculated to increase at the rate of 7% annually, thereby
placing additional space demands on the Laboratory. There
was no space provided for waiting patients other than the corridor.
Radiology - The study shows that diagnostic services have been
increasing at an b.verage annual rate of 4. 61/6 for inpatients and
6.91/6 for outpatients. The present area is now overcrowded,
therefore the existing space will not meet these demands nor
provide the rooms for special studies and the increased comp-
lexity of the x-ray equipment.
Radiotherapy Section (Cancer Treatment)- The use of radio-
therapy for cancer treatment has steadily increased since the
service was first offered eleven years ago. At the present time,
the cobalt unit has reached its capacity while the need for more
radiotherapy treatments continues to increase. A second cancer
