City- Council of San Leandro - May 18, 197? Page four - <br />• Surgery - Sophistication of surgical procedures has lengthened <br />the time of these procedures and increased the size of the <br />surgical team and the amount of equipment in the operating room. <br />As a consequence, the surgical suite is congested with equipment. <br />The number of rooms will not be increased, however, two major <br />rooms will be enlarged to accommodate the increased surgical <br />team and the numerous pieces of equipment, thereby providing <br />for a broad range of special procedures. More storage space will <br />be provided for wheeled stretchers and supply carts which are <br />frequently placed in the corridors. A.private area will be provided <br />near the surgical suite for confidential consultation with patients' <br />relatives. <br />Recovery Room - The post -anesthesia area will be modernized <br />to provide for ten beds. The area to be located adjacent to the <br />surgical suite. <br />Business Office - The existing area is inadequate for the current <br />operations and a larger workload in the future will compound the <br />situation. Medicare and Medi-Cal requirements have added <br />greatly to the workload. Also, in view of the projected growth <br />of the outpatient services and the growing complexity of third - <br />party payments, the Business Office will be greatly overcrowded. <br />Modernization of the Business Office and Admitting Office will <br />provide for space and properly group all of the accounting and <br />business services in one area. These presently are located in <br />four different places in the Hospital which complicates supervision. <br />Medical Records - The existing Medical Record Department, <br />including transcription and active records storage areas, -are <br />operating at the limits of existing space. With an increasing <br />pressure for more outpatient services, the workload and thus the <br />need for space will be greater. By modernizing and relocating <br />the department adjacent to the Emergency -Outpatient Department, <br />it will greatly facilitate the use of the department. This location <br />will facilitate greater access for physicians. <br />Patient Beds - There will be no additional hospital beds in the <br />project. <br />As discussed at our meeting, the Board related its attempts at various <br />methods of financing the project. A conventional loan was considered, <br />but was ruled out since a Hospital District cannot obtain a loan beyond a <br />five year period. Eden Hospital, as a political entity, sought the assist- <br />ance of the recognized bond counsel firm of Orrick, Herrington, Rowley <br />and Sutcliffe.
