City Council of San Leandro - May 18, 1972 Page five <br />powers agreement with the County and the issuance of revenue bonds. <br />We asked the Board of Supervisors and the County Administrator's <br />Office to enter into an agreement with us. We employed the firm of <br />Dean Witter and Company to assist on a basis of no cost to the district <br />if bonds were not sold, or at a nominal fee on the issuance of revenue <br />bonds, when sold. After more than a year was spent in seeking the <br />County's assistance, without avail, the Board, for these reasons, and, <br />in consideration of the escalating costs of construction (approximately <br />$10, 000 per month, and no cost freeze in sight) reluctantly decided to <br />use the capital outlay tax for the project. The action was taken at the <br />Regular Meeting of the Board on May 25, 1971. This assessment will <br />continue for a period of three years. The Board wishes again to <br />emphasize that for fifteen years there has been no tax for maintenance <br />and operation or for capital outlay. <br />We followed your suggestion to ascertain whether a hospital district <br />would qualify under F.H.A. financing for hospitals. The firm of <br />Ira J. Morrison and Associates was contacted and we were informed <br />that a hospital district does not qualify for this program. <br />We are pleased to tell you that in a report released by the County <br />Planning Commission, dated April 19, 1972, on community services <br />and facilities in Castro Valley, it was stated ---that at both national <br />and local levels, improved preventive health care is apparently a major <br />contribution to decreased use of in -hospital facilities. Eden Hospital <br />will serve the community more efficiently by the modernization of its <br />outpatient facilities. Eden Hospital's planned modernization of diag- <br />nostic, emergency care, long-term treatment and physical therapy units <br />is intended to match hospital resources indicated user needs---. <br />It, indeed, was to the advantage of both parties to meet.
