7 1 <br />-2- <br />NEEDED GOV RN14ENTAL SERVICES <br />The proponent states that the area needs police and fire protection, sani- <br />tary sewers and street . inter::. _-.ce, which services the city will be able to <br />provide. The c=ty notes that except for sanitary sewers, the present level <br />of city services will be adequate to serve the area. T_e city proposed to <br />provide sanitary sews=s by means of an assessment district. The proponent <br />owners have further ag=eed to pay their pro rata share of the existing bonded <br />indebtedne--s of the city. <br />The city favors the annexation and the entire area of the roposal is enclosed <br />by the boundaries of the City of San Leandro. The enclosure on the south <br />westerly cede, however, is limited to the width of Doolittle Drive, which ad- <br />joins the City of Oakland. <br />If the propos::.l is approved and the annexation is completed, the.City of <br />S_n Leandro will assume library services, and city taxes will apply. Based <br />on 1964-65 rates, tae combined tax rate would be $8.91 per $100 assessed <br />valuation in the major portion, and $8.71 in --:ie strip. <br />L^FECT OF THE PROPCEAL <br />Some of the effects of the proposal would be as follows: <br />1. City services including sanitary sewers would bi�: available to the <br />area. <br />2. Assessment parcel No. 79A-422-3-1 would be split. The portion to be <br />included is the apparent access to the bulk of the area of that parcel <br />f:crW Doolittle Drive. Assessed value of the entire excluded parcel is <br />y27,150 for land and $52,650 for improvements including a large warehouse <br />with 47,340 square feet of space. Assessed value of the strip included <br />in the proposal has not been determined becaus(;: the Asscssor's records <br />apply to the entire parcel. <br />3. 1ae strip, and the r,:-Linder of the excluded parcel, are not within the <br />East Bay Municipal Utility District, whereas the remainder of the area <br />of th; --)roposal is within such district. <br />4. Adjoining the northerly boundary of the proposal an unincorporated <br />corridor, consisting of Southern Pacific right-of-way would be established <br />within the remaini'ag portion of the unincorporated island. Apparently <br />there is no legal bar to such an annexation which would leave an unin- <br />corporated corridor of this sort. <br />5. The size of an existing island of unincorporated territory enclosed with- <br />in the City of San Leandro would be reduced. <br />C . = Q113Y C CIVI ISS 113 REPORT <br />The Alameda County Boundary Comm -fission considered the proposal and reported <br />that the map -and description would be considered satisfactory, if certain <br />corrections were made.
