1 INTRODUCTION <br /> San Leandro Crosstown Corridors Study 1-5 <br />1.4 Planning Context <br />Bancroft Avenue and Williams Street are San Leandro’s highest priority <br />bikeway corridors and have significant need for pedestrian and transit access <br />improvements, particularly for Safe Routes to School. <br />San Leandro Bicycle and Pedestrian Master Plan <br />(2018) <br />Because of their importance for accessing schools, businesses, transit, and <br />recreation, Bancroft Avenue and Williams Street were a major focus in the <br />2018 Bicycle and Pedestrian Master Plan (BPMP). <br />• Bancroft Avenue Recommendations: separated bike lanes corridor <br />study and pedestrian improvement area from Victoria Park to <br />136th Avenue. <br />• Williams Street Recommendation: separated bike lanes from <br />Neptune Drive to San Leandro Boulevard and pedestrian <br />improvement area in school zone. <br />• BART Access Recommendations: San Leandro BART via bicycle <br />boulevard on Juana Avenue, Class IV separated bike lanes study on <br />Estudillo Avenue. Bay Fair BART via Class IV corridor study on <br />Hesperian Boulevard. Pedestrian improvement areas at both <br />BART stations. <br />• Separated Bike Lane Network: Separated bike lanes or studies are <br />recommended for Estudillo Avenue, Doolittle Drive, E. 14th Street, <br />and San Leandro Boulevard, key intersections to the low-stress bike <br />network for Bancroft Avenue and Williams Street. <br />San Leandro 2035 General Plan <br />The San Leandro 2035 General Plan supports the development of a <br />comprehensive bicycle and pedestrian transportation system as an alternative <br />to vehicle trips—improving safety, connectivity, and awareness. The Bancroft <br />corridor is identified as a high priority area for bicycle and <br />pedestrian improvements. <br /> <br />CPBST San Leandro Workshop Summary and <br />Recommendations (2020) <br />The San Leandro Community Pedestrian and Bicycle Safety Training (CPBST) <br />was a collaboratively planned virtual event co-hosted by the City of San <br />Leandro, Cal Walks, and SafeTREC to improve walking and biking conditions <br />on Williams Street and gather community input on plans for a Class IV <br />separated bike lanes. Recommendations from the CPBST included: a pop-up <br />demonstration of Class IV separated bike lanes on Williams Street, pedestrian <br />crossing improvements, especially near schools, and advocacy for use of <br />railroad right of way for a path (East Bay Greenway). <br />BPAC members at City Council for BPMP approval, 2018 DRA <br />F <br />T
