Any new fences or gates at the property line shall require a building <br />permit for review by all applicable agencies (Fire, Planning, Engineering, etc.), and <br />shall comply with the Zoning Code and all applicable codes. Zoning Code Section <br />4.04.364 requires that "fences that are adjacent to the required minimum front, <br />corner side and/or rear yard with frontage along a public street frontage shall be <br />constructed of either: (a) tubular steel, or of equally high quality "visually <br />transparent" style; or (b) a solid architectural wall compatible with the building <br />colors and materials" and does not allow chain link fence or barbed wire. Zoning <br />Code Section 4.08.104(F)(last paragraph) requires that gates to the parking area <br />shall not be located less than 20 feet from the sidewalk. <br />E. Landscaped Screening. Screening of the building and outdoor areas is required. <br />Prior to issuance of building permits, the applicant shall provide details for <br />screening of the building and outdoor areas by adding climbing roses or other <br />approved plants to a perimeter fence along the northeast property line, as shown on <br />Exhibits T-V. Any fences or landscaping features that are used to achieve screening <br />shall be within the subject property, not in the freeway right-of-way, and shall be <br />installed such that ongoing maintenance is possible. Relocation of fences or <br />installation of a new fence for climbing plants may be required to achieve the <br />required landscaped screen. The applicant may also substitute a different plant with <br />similar height, density, and water use requirements, to achieve the required <br />screening, in lieu of installing any new fences. <br />F. MWELO Certificate of Completion. Prior to building/grading permit final, the <br />Applicant/Property Owner shall submit a Certificate of Completion, as defined in <br />the State Model Water Efficient Landscape Ordinance (MWELO), to the Zoning <br />Enforcement Official. All required landscaping and irrigation shall be installed per <br />the approved final landscape and irrigation plan, with respect to size, number, and <br />species of plants, and provision of adequate irrigation coverage. The Certificate of <br />Completion shall include, but is not limited to, certification that the landscape <br />project has been installed per the approved plans, pursuant to MWELO. <br />III. BUILDING & SAFETY DIVISION REQUIREMENTS <br />A. Building Permits Required. The proposed project shall comply with all <br />Applicable Code and City ordinances, policies and regulations. The applicant shall <br />obtain all necessary building permits prior to construction of the project. Submit a <br />building permit application and include the following with your submittal. <br />1. Obtain building permit(s) and include the following in your submittal: <br />a. Geotechnical report <br />b. Geotech structural plans review approval letter <br />c. FAA approval for any crane site work <br />d.
