IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2023- RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO APPROVE A COMMUNICATION AND INTEGRITY POLICY FOR SOLID WASTE CONTRACT PROCUREMENT WHEREAS, the Franchise Agreement for Solid Waste, Recyclables, and Green Waste Services between the City of San Leandro and Alameda County Industries is set to expire on January 31, 2025; and WHEREAS, The City of San Leandro is engaged in developing and conducting a procurement process for solid waste, recyclables, and organics services; and WHEREAS, a procurement process will define the terms under which the City negotiates services with one or more contractors to ensure a smooth transition of services beyond the current franchise term; and WHEREAS, the City has an obligation to the public to ensure transparency and fairness at all stages of the process from initial City staff discussions with Council through award of a new (or renewed) solid waste collection, processing, and/or disposal contract(s). WHEREAS, the Communication and Integrity Policy will provide for a Code of Communication for prospective contractors, all elected and appointed City officials, City staff and City agents including consultants; and WHEREAS, the Communication and Integrity Policy will take effect immediately, upon adoption. NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: 1. That the Communication and Integrity Policy is hereby approved and adopted; and 2. That the City Manager is authorized to make revisions to said policy, subject to approval as to form by the City Attorney; and 3. That the policy shall be attached and made part of this resolution.
