<br />CLLS Funding Formula <br /> <br />Local Library Literacy Services Certify for the Previous Fiscal Year: <br />1. The amount of local funds expended on Adult and Family Literacy Services in the previous <br />fiscal year. <br />2. The number of adult learners served in the previous fiscal year <br />3. An intent to provide Adult Literacy Services <br />4. Other services provided: <br /> Family Literacy Services <br /> English Language & Literacy Intensive Services; and/or <br /> Mobile Library Literacy Services <br /> ESL Services <br /> Other Services <br /> <br />California State Library Awards for the New Fiscal Year Using this three- <br />part “Formula” <br />Awards are issued to continuing CLLS programs who meet all CLLS Program Essentials. <br /> <br />BASELINE <br /> <br />A baseline amount is <br />provided for Adult and <br />Family Literacy <br />Services. <br /> <br />The baseline recognizes <br />that dedicated literacy <br />staff is essential to the <br />program and provides <br />at least enough money <br />to partly support one <br />dedicated staff person. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />MATCH <br /> <br />A match based on the <br />amount of local dollars <br />expended on Adult & <br />Family Literacy in the <br />previous year <br />(per certification) * <br /> <br />The match rewards those <br />programs that are able to <br />generate local support. <br />This state leverage has <br />often been key in <br />developing local funds. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />PER CAPITA <br /> <br />A per capita amount based <br />on the number of adult <br />learners served in the <br />previous year <br />(per certification)* <br /> <br />The per capita recognizes <br />that adult literacy learners <br />are the cornerstone of all <br />our literacy programming <br />and therefore rewards <br />programs for the number <br />of adult learners <br />instructed. <br /> <br />SAFEGUARD <br />Assuming enough state funds are available, no library literacy service <br />will be cut more than a certain percentage over the prior year. <br /> <br /> <br /> <br /> <br />Rev. 10/02/14 <br />* If local funds spent on Adult & Family Literacy is less than the baseline, your program is not eligible for the matching and per capita portions of this formula.
