WRT | RFP No. 60149: San Leandro Comprehensive Parks Master Plan 20 <br />• Endowments/Non-profits <br />• Sponsorships to support programs, <br />events, and facilities <br />• Partnerships with public partners, <br />public/not-for-profit partners and <br />public/private partnerships <br />• Dedicated funding sources to <br />support land acquisition and capital <br />improvements <br />• Development agreements to support <br />park acquisition, open space and park <br />and facility development <br />• Earned Income options to support <br />operational costs <br />• Land or facility leases to support <br />operational and capital costs <br />• Grant opportunities and resources <br />7.4 Advisory Committee Meeting #7 <br />PROS will present (virtually) the operational <br />and maintenance assessment and financial <br />assessment to the Advisory Committee for <br />discussion. <br />7.5 Implementation Playbook <br />Development <br />Upon consensus around recommended <br />improvements, the remaining action plan will <br />be completed with supporting strategies, <br />actions, responsibilities, priorities/timelines, <br />and cost estimates. These strategies will <br />be classified as short-term, mid-term or <br />long-term strategies and priorities. This will <br />be reviewed with City staff in a workshop. <br />We propose a prioritization schedule and <br />methodology used on successful master <br />plans across the United States from previous <br />work. Action plans will be established in <br />the following key areas related to parks and <br />recreation: <br />• Park and Facility <br />Development and Improvements <br />Recommendations that provide for <br />short- and long-term enhancement <br />of land acquisition. This will include <br />usable and workable definitions and <br />recommendations for designated <br />park and facilities with acreages and <br />parameters defined as appropriate. <br />• Park and Facility Management <br />Recommendations that provide for <br />short- and long-term enhancement <br />operations and management practices of <br />the City and School Districts. <br />• Programs and Services <br />Recommendations that provide for <br />short- and long-term development <br />and maintenance of programs and <br />services provided by the City and School <br />Districts, including opportunities to <br />improve meeting user needs. <br />• Financial and Budgetary <br />Capacity Development <br />Recommendations that provide for <br />short- and long-term enhancement of <br />the financial and budgetary capacity of <br />the City and School Districts related to <br />parks and lands. <br />• Policies and Practices <br />Specific policies and practices for <br />the City and School Districts that will <br />support the desired outcomes of the <br />Master Plan will be detailed. <br />7.6 Admin Draft Comprehensive Parks <br />Master Plan <br />WRT will assemble material from each <br />stage of Plan development to create a <br />clear and compelling narrative supporting <br />the Plan’s strategic direction and key <br />ideas. The Plan will include the vision, <br />goals and policy framework; a summary <br />of community priorities; the community <br />needs assessment/gap analysis; and the <br />action plan recommendations and funding <br />considerations described above. The Plan <br />will be a reader-friendly document with an <br />emphasis on maps, charts, photos, graphics, <br />and tables to convey information in addition <br />to a descriptive narrative. The Plan will be <br />formatted in such a way that it is easy to <br />update on a routine basis. The Draft will be <br />shared with City and School District staff for <br />review.
