The 2023-2031 San Leandro Housing Element was among the first <br />4 in the Bay Area to be certified, providing a comprehensive strategy for <br />promoting the production of available, affordable and adequate housing within <br />the community. <br />• Assisted with the enforcement of the California Green Building Code and local <br />Reach Codes in issuing building permits and plan conditions of approval to <br />ensure water conservation and green infrastructure requirements. <br />• Adopted Reach Codes in November 2022 that eliminates natural gas use in new <br />residential and commercial office construction and increases EV charger <br />requirements. <br />• Used American Rescue Plan Act (ARPA) funds to develop a Shop Local <br />Workplan, support the Keeping it Local Gift Card, support local business events, <br />and develop updated materials. <br />• Completed installation of solar panels at Water Pollution Control Plant. <br />• Design grant for Water Pollution Control Plant treatment wetlands project <br />approved for implementation. <br />• Working on the development of the Emergency Operations Plan with the <br />inclusion of climate impacts. <br />• Aligning San Leandro municipal code around Transit-Oriented Developments <br />(TODs)—parking zones, parking permits, and other parking related policy. <br />Upgraded parking enforcement vehicles to hybrids. <br />• Supported mixed-use and ped-oriented development in TOD areas through <br />Council adoption of Zoning amendments concurrent with the Housing Element to <br />accommodate additional infill development in Priority Development Areas, which <br />concentrate new development near transit; support of new housing in downtown <br />at the Centro Callan and Town Hall Square projects (property sales, entitlements <br />and building permits); significant planning and development facilitation work in <br />the Bay Fair TOD area, including infrastructure and planning grants and <br />coordination with property owners. <br />• Working with the Public Information Team to improve accessible, multilingual <br />communications, particularly during emergencies. Chinese language content <br />currently issued weekly through WeChat. <br />• Coordinating with local indigenous Ohlone tribes on City project consultations. <br />• Working with Climatec for phase 3 municipal facility installation/upgrades of <br />interior building LED lights and HVAC units <br />• Ongoing delivery of compost and recycling programs, including educational <br />outreach on SB1383 requirements. <br />• Ongoing enforcement of countywide styrofoam ban. <br />• Development of internal paper procurement documentation tracking system and <br />regional partnerships around compost procurement to meet SB1383 <br />requirements. <br />• Securing grant funds for the development of a homeless navigation center.
