<br />Consulting Services Agreement between City of San Leandro and 07/10/2023 <br />WRT, LLC for the Comprehensive Parks Master Plan Exhibit A – Page 8 of 16 <br />• Content for the Project Website, including Online Surveys <br />• Flyers and Outreach Materials <br />• Public Workshop and Meeting Materials <br />• Community Feedback Summaries, by Phase (3) <br /> <br />Task 4 – Gap Analysis & Needs Assessment <br /> <br />WRT and Team will conduct a gap analysis that examines the identified needs of the community <br />and the capacity of existing parks and school recreation facilities to meet those needs. The <br />subsequent findings will inform recommendations and system-wide strategies for: <br />• Improving existing parks, facilities, and amenities <br />• Acquiring and/or developing new park sites <br />• Potential programming and/or partnership opportunities that address community <br />needs <br />The gap analysis will consider anticipated needs based on local population projections and <br />forecasts, as well as emerging trends and best practices in comparable cities and nationally. <br />4.1 Comparative Analysis <br />PROS will conduct a benchmark analysis to compare the City of San Leandro to five(5) other <br />relevant peer agencies of similar size. We will work with the City to identify the key metrics to <br />be surveyed and analyzed, as well as the benchmarked communities. <br /> <br />4.2 Level of Service Evaluation <br />WRT and PROS Consulting will analyze existing and projected future level of service in <br />terms of acreage, facility square footage, and specific recreational facilities. Park acreage <br />level of service will build on the existing parks and facilities inventory and analysis of <br />existing and projected population using Census data and General Plan and/or Department <br />of Finance projections. We will compare level of service with the standards established in the <br />current General Plan and explore ways in which LOS standards may be reconsidered to <br />better reflect City priorities. Park access level of service and gaps will be based on <br />mapping done in Task 2. <br /> <br />4.3 Programming Assessment <br />Recreation programs and special events are the backbone of park and recreation <br />agencies. PROS’ assessment will review how the City of San Leandro aligns itself with <br />community needs. The goal of this process is to provide recreation program enhancements <br />that result in successful and innovative recreation program offerings, as well as <br />recommendations for minimizing duplications and collaborate partnerships where <br />appropriate.
