Environmental Checklist <br />Air Quality <br /> <br />Draft Initial Study – Mitigated Negative Declaration 35 <br />b. Would the project result in a cumulatively considerable net increase of any criteria pollutant for <br />which the project region is non-attainment under an applicable federal or state ambient air <br />quality standard? <br />The SFBAAB is designated as a nonattainment area for the NAAQS for ozone and PM 2.5, and the <br />CAAQS of ozone, PM10 and PM2.5. The following subsections discuss emissions associated with <br />construction and operation of the proposed project. <br />Construction Emissions <br />Project construction would generate temporary air pollutant emissions associated with fugitive dust <br />(PM10 and PM2.5) and exhaust emissions from heavy construction equipment and construction <br />vehicles in addition to ROG emissions that would be released during the drying phase of <br />architectural coating. Emissions <br />presented are the highest of the winter and summer modeled emissions. <br />See the end of Appendix B for updated model output results. <br />As shown in Table 8, construction-related emissions would not exceed BAAQMD thresholds. <br />Therefore, project construction would not result in a cumulatively considerable net increase of any <br />criteria pollutant for which the project region is non-attainment under an applicable federal or state <br />ambient air quality standard. Impacts would be less than significant. <br />Fugitive Dust <br />Site preparation and grading may cause wind-blown dust that could contribute particulate matter <br />into the local atmosphere. BAAQMD does not have quantitative thresholds for fugitive dust <br />emissions during construction. Instead, BAAQMD recommends Best Management Practices (BMPs) <br />be implemented to reduce fugitive dust emissions. The project would include implementation of <br />Mitigation Measure AQ-1, BAAQMD Basic Construction Mitigation Measures. The BAAQMD CEQA <br />Air Quality Guidelines consider construction criteria air pollutant emissions impacts that are below <br />BAAQMD thresholds to be less than significant with the incorporation of BAAQMD BMPs. Impacts <br />would be less than significant with implementation of Mitigation Measure AQ-1. <br />Operational Emissions <br />Operation of the project would generate criteria air pollutant emissions associated with area <br />sources (e.g., architectural coatings, consumer products, and landscaping equipment), energy <br />sources (i.e., nonrenewable energy sources) and mobile sources (i.e., vehicle trips and truck trips to
