<br /> <br /> <br /> 10 CITY OF SAN LEANDRO <br />EMERGENCY OPERATIONS PLAN <br />1. INTRODUCTION <br />1.1. PURPOSE <br />The City of San Leandro Emergency Operatfons Plan – Base Plan (EOP) describes the framework for how the City <br />of San Leandro (the City) manages emergency operatfons before, during, and after any natural or human-caused <br />disasters. The specific purpose of the EOP is to: <br />• Describe the responsibilitfes, authoritfes, and functfons of the City during tfmes of emergency. <br />• Guide all emergency preparedness, response, and recovery operatfons within the City. <br />• Facilitate coordinated emergency operatfons across and between jurisdictfons and agencies. <br />• Acknowledge the City of San Leandro’s adoptfon of California’s Standardized Emergency Management <br />System (SEMS), Incident Command System (ICS), and Natfonal Incident Management System (NIMS). <br />• Provide inclusive and culturally competent response and recovery services to ensure equity for diverse <br />populatfons. <br />• Deliver preparedness, planning, response, and recovery resources for the access and functfonal needs of <br />the community and their specific requirements. <br />The City of San Leandro EOP incorporates and complies with the principles and requirements found in state and <br />federal laws, regulatfons, and guidelines. It references the California State Emergency Plan and Federal <br />Emergency Management Agency (FEMA) Comprehensive Preparedness Guide (CPG) 101.1 It is designed to <br />conform to the requirements of SEMS, as defined in the Government Code of the State of California Sectfon <br />8607(a)2 and Title 19, California Code of Regulatfons (CCR), Division 2, Chapter 1, and NIMS. <br />1.2. SCOPE <br />The EOP is intended to be used by all City agencies when responding to any hazard or threat that necessitates a <br />coordinated response between multfple agencies, jurisdictfons, or levels of government. The concepts and <br />practfces within this EOP are designed to be flexible and scaled based on the size and complexity of an incident. <br />This EOP applies to all agencies and individuals, both public and private, that have emergency management <br />responsibilitfes within the City of San Leandro. Allied agencies, special districts, private enterprises, and <br />volunteer organizatfons with roles and responsibilitfes established by this plan maintain operatfng protocols <br />consistent with the policies and procedures established by this plan. <br />Planning Documents <br />This EOP is intended to provide the conceptual and legal basis for other planning documents that support <br />emergency management within the City of San Leandro. <br />• Emergency Operations Plan – Base Plan (EOP): Describes the emergency organizatfon and overarching <br />all-hazards response to emergencies within the City.
