<br /> <br /> <br /> 25 CITY OF SAN LEANDRO <br />EMERGENCY OPERATIONS PLAN <br />Disaster Service Workers <br />Under state23 and local24 law, all City of San Leandro employees are registered as DSWs. During incident <br />response, City employees not otherwise assigned emergency responsibilitfes may be made available to augment <br />the work of their department or other City departments, if required. The Director of Emergency Services is <br />authorized to actfvate the DSW program. <br />Disaster service relates to actfvitfes designed to aid a disaster's response and recovery phases and includes pre- <br />approved training. Disaster service assignments may require service at locatfons, tfmes, and under conditfons <br />other than regular work assignments. Examples of disaster service assignments may include: <br />• Serve in the EOC <br />• Support shelter operatfons <br />• Support call center operatfons <br />• Provide translatfon services <br />DSWs will not be asked to perform dutfes that are hazardous or for which they have not been trained and will be <br />given every effort to ensure their own families are safe and secure before performing DSW dutfes. <br />4.2. PREPAREDNESS <br />Planning <br />The City of San Leandro is committed to maintaining a planning process that includes the whole community, <br />specifically those with access and functfonal needs, those who do not speak English as a first language, and other <br />vulnerable populatfons. This is completed, in part, by adhering to the planning process outlined in the FEMA CPG <br />101, including:25 <br />• Conduct community-based planning to engage the whole community through a planning process that <br />represents the actual populatfon in the community and involves community leaders and the private <br />sector. <br />• Develop plans by identffying and analyzing risk. <br />• Identffy operatfonal assumptfons and resource demands. <br />• Prioritfze plans and planning efforts to support the transitfon from development to executfon for any <br />threat or hazard. <br />• Integrate and coordinate efforts across all levels of government, the private sector, and nonprofit <br />organizatfons. <br />The Assistant Director of Emergency Services is responsible for developing, updatfng, and maintaining plans <br />specific to emergency operatfons for the entfre City. Individual departments are responsible for developing, <br />editfng, and maintaining plans and SOPs specific to departmental procedures.
