<br /> <br /> <br /> 24 CITY OF SAN LEANDRO <br />EMERGENCY OPERATIONS PLAN <br />4. CONCEPT OF OPERATIONS <br />4.1. DAILY EMERGENCY ORGANIZATION <br />The City Manager serves as the Director of Emergency Services.20 The Director of Emergency Services is primarily <br />responsible for the emergency management organizatfon, including overall directfon over response and recovery <br />operatfons. As outlined in the Municipal Code, the Director of Emergency Services is also empowered to: <br />• Request the City Council to issue a local proclamatfon of emergency or issue a proclamatfon if the City <br />Council is not in session. <br />• Request the Governor to proclaim a state of emergency. <br />• Actfvate Disaster Service Workers (DSWs). <br />• Direct cooperatfon and coordinatfon of services and staff in response to an incident. <br />• Issue emergency rules and regulatfons to protect life and property. <br />The Assistant Director of Emergency Services is appointed by the Director of Emergency Services and is currently <br />filled by the Emergency Manager. The Assistant Director of Emergency Services is responsible for the day-to-day <br />administratfon of the emergency management program, including developing emergency plans.
