ORGANIZATION AND ASSIGNMENT OF RESPONSIBILITIES <br />EOC Organization <br />The City of San Leandro EOC organizes in a SEMS structure and is designed to be scalable and flexible. The next <br />highest-staffed positfon fills any unstaffed positfons. A fully staffed EOC organized is depicted in Figure 1. The <br />Emergency Manager, within the City Manager’s Office, is responsible for maintaining EOC operatfonal readiness. <br />
