<br /> <br /> <br /> 32 CITY OF SAN LEANDRO <br />EMERGENCY OPERATIONS PLAN <br />Department Responsibilities <br />The City of San Leandro is responsible for coordinatfng response and recovery operatfons. During an EOC <br />actfvatfon, City departments are assigned specific functfons to support emergency management operatfons. <br />Response actfvitfes may involve direct partfcipatfon in the EOC or providing indirect support. All roles and <br />responsibilitfes are incident-dependent and subject to change based on the nature of the incident, staff <br />availability, and employee expertfse. Some roles and responsibilitfes of individual positfons and departments may <br />overlap to create redundancies within the response network. <br />An overview of emergency roles and responsibilitfes for City departments is outlined in Table 7. <br />Department Key Responsibilities <br />City Clerk • Preservation of vital records. <br />City Manager • Lead emergency management functions. <br />• Coordinate public information and distribution. <br />• Make emergency proclamations. <br />• Activate and staff a joint information center (JIC) as necessary. <br />Community Development • Forecast and manage information about the incident. <br />• Support initial inspection of all structures in San Leandro. <br />• Support damage assessments and building assessments for City <br />buildings and structures. <br />Engineering & Transportation • Support damage assessments and building assessments for City <br />buildings and structures. <br />Finance Department • Obtain, record, and maintain accurate records of incident costs. <br />• Support cost recovery documentation and processes. <br />Fire Services • Manage fire prevention, suppression, and control activities. <br />• Support emergency medical treatment and transport. <br />• Provide search and rescue operations. <br />• Assist with decontamination operations. <br />Human Resources • Coordinate DSWs. <br />• Maintain records of all personnel support incident response. <br />Human Services • Coordinate sheltering operations. <br />• Coordinate the family reunification processes. <br />• Address the needs of underserved and vulnerable populations. <br />• Other support as necessary. <br />Information Technology • Ensure ongoing communication capability between all responders. <br />• Assist staff with communications and information system needs. <br />Police • Manage law enforcement activities. <br />• Manage and coordinate evacuations. <br />• Provide security and perimeter control for critical facilities and other <br />vulnerable incident locations. <br />• Coordinate fatality management services with Alameda County. <br />Public Library • Oversee resource management processes.
