32 CITY OF SAN LEANDRO EMERGENCY OPERATIONS PLAN Department Responsibilities The City of San Leandro is responsible for coordinatfng response and recovery operatfons. During an EOC actfvatfon, City departments are assigned specific functfons to support emergency management operatfons. Response actfvitfes may involve direct partfcipatfon in the EOC or providing indirect support. All roles and responsibilitfes are incident-dependent and subject to change based on the nature of the incident, staff availability, and employee expertfse. Some roles and responsibilitfes of individual positfons and departments may overlap to create redundancies within the response network. An overview of emergency roles and responsibilitfes for City departments is outlined in Table 7. Department Key Responsibilities City Clerk • Preservation of vital records. City Manager • Lead emergency management functions. • Coordinate public information and distribution. • Make emergency proclamations. • Activate and staff a joint information center (JIC) as necessary. Community Development • Forecast and manage information about the incident. • Support initial inspection of all structures in San Leandro. • Support damage assessments and building assessments for City buildings and structures. Engineering & Transportation • Support damage assessments and building assessments for City buildings and structures. Finance Department • Obtain, record, and maintain accurate records of incident costs. • Support cost recovery documentation and processes. Fire Services • Manage fire prevention, suppression, and control activities. • Support emergency medical treatment and transport. • Provide search and rescue operations. • Assist with decontamination operations. Human Resources • Coordinate DSWs. • Maintain records of all personnel support incident response. Human Services • Coordinate sheltering operations. • Coordinate the family reunification processes. • Address the needs of underserved and vulnerable populations. • Other support as necessary. Information Technology • Ensure ongoing communication capability between all responders. • Assist staff with communications and information system needs. Police • Manage law enforcement activities. • Manage and coordinate evacuations. • Provide security and perimeter control for critical facilities and other vulnerable incident locations. • Coordinate fatality management services with Alameda County. Public Library • Oversee resource management processes.
